The Party’s 20th National Congress has set higher standards and more specific requirements for scientific and technological innovation.We should ensure that scientific and technological innovation is oriented towards the world’s scientific and technological frontiers,the main economic battlefields,the major needs of the state,and the lives and health of the people,and accelerate the realization of self-reliance and self-improvement in high-level scientific and technological development.In recent years,China’s innovation output has been increasing,and the ranking of global innovation index has also been rising.However,while the quantity of technological innovation has been rising,the improvement of innovation quality has been relatively slow.There is still a certain gap between China and developed countries,and development problems such as insufficient independent innovation and the control of key core technologies have not been effectively solved.High-tech industry has the characteristics of high R&D input and high added value of products,and is an important field for technological innovation.Industrial agglomeration,as an effective organizational form of industrial development,has an important impact on the quality of technological innovation in high-tech industryThe main research contents of this paper are as follows:(1)Sort out the relevant literature on "industrial agglomeration" and "technological innovation",accurately grasp the frontier trends in this field,extend on the basis of previous research,and put forward the innovation of this research.(2)This paper reviews relevant concepts and theoretical basis,analyzes the mechanism of high-tech industry agglomeration on local and neighboring technological innovation quality,and proposes related research hypotheses.(3)The high-tech industry agglomeration index and technology innovation quality index of 30 provinces in China during 2009-2019 were calculated by using the location entropy method and entropy weight TOPSIS method,which laid the foundation for the empirical study in the following paper.The measurement results show that there are significant regional differences in the high-tech industry agglomeration level,and the technology innovation quality index is generally low and grows slowly.(4)The two-way fixed effect model is used to analyze the influence of high-tech industrial agglomeration on the quality of technological innovation.It is found that the high-tech industrial agglomeration first plays the agglomeration effect to promote the quality of technological innovation,and then the crowding effect inhibits its development,and the influence on the quality of technological innovation presents an inverted U-shaped trend.(5)In order to test the influence of high-tech industrial agglomeration on the quality of technological innovation in neighboring areas,regression analysis was conducted on the spatial Dubin model after model screening.The regression results showed that: Under the geographical distance weighting matrix,the high-tech industrial agglomeration first shows that the siphon effect negatively affects the improvement of the technological innovation quality of the neighboring region,and then the spillover effect promotes its growth,and the influence on the technological innovation quality of the neighboring region is positive U-shaped.Under the economic distance weight matrix,high-tech industrial agglomeration first shows that cooperation and exchange promote the improvement of technological innovation quality in neighboring regions,and then shows that siphon effect inhibits its development,The influence on the technological innovation quality of the neighbors is inverted U-shaped.(6)Based on the research conclusions,relevant policy recommendations are put forward to promote the sound development of Chinese high-tech industry by scientifically planning the layout of high-tech industry,cultivating the independent innovation ability of high-tech enterprises,actively promoting inter-regional cooperation and communication,the construction of platforms for the flow of knowledge and information,and improving infrastructure,etc. |
