In ongoing years,through the unremitting efforts of the Party and the people and their continuous catch-up efforts,China has transformed from a low-income country to a middle-income country,and its status and role in the international community has been consistently enhanced.With China’s rapid growth in production capacity,its supply has shifted from underproduction to surplus.However,this speed economic development mode is not sustainable,resources waste,environmental pollution,incoordination and other problems are gradually emerging,and China’s economic development mode is in imperative need of transformation.Therefore,it is imperative to bid departure to the stage of rapid growth and to pursue high-quality development.The Top Ten members of the 2021 assembly of Academicians of the two Chinese institutes of Science and Technology have repeatedly highlighted that "center technologies" are the crucial to high-quality development and the importance of ensuring public security.The 20 th CPC National Congress in 2022 once again emphasized the need to "win the harsh fight in vital and core technologies".High and new technology industry is the crucial to conquering the core technology.Therefore,the development of high-tech industry has ascended to the national strategic level and plays a exceptional role in promoting high-quality development.This paper is principally developed along with the below research ideas First of all,corresponding to the research purpose and purpose,the literature review was summarized to clarify the concept connotation of high-tech industrial agglomeration and high-quality economic development,and investigate the influence mechanism of high-tech industrial agglomeration,regional technical factor intensity and high-quality economic development.Then,the location entropy is applied to measure the high-tech industrial agglomeration level of 31 provinces and cities in China,and the time dynamic trend of the high-tech industrial agglomeration level is investigated.Then,according to the new development concept,the paper utilizes the critical-entropy weight method to construct the economic high-quality development index system from five sub-indexes,and makes a comprehensive assessment and analysis of the contemporary situation of the regional economic high-quality development.Then,corresponding to the theoretical base quoted above,several control variables such as human capital are introduced,and the intensity of regional technical factors is taken as the regulating variable to make an empirical analysis of high-tech industrial agglomeration and high-quality economic development,and the static panel model and threshold model are constructed.Then,contemplating that the influence of high-quality economic development may have "time inertia",the lag term of high-quality economic development level was contained in the model,and a dynamic spatial econometric model was constructed to further investigate the spillover effect of high-tech industrial agglomeration on high-quality regional economic development.Finally,combined with the research conclusions,the policy recommendations are put forward.The conclusions of this paper are as follows:(1)From 2010 to 2020,the level of high-tech industrial agglomeration in China declines first and then rises,with the eastern region exhibiting a downward tendency and the central and western region exhibiting an upward tendency,and the level in the eastern region is much higher than that in the central and western region.By industry,the concentration level of medical manufacturing,medical equipment and instrument manufacturing and electronic information and communication equipment manufacturing will decay first and then rise during 2010-2020,among which the concentration level of medical manufacturing is much higher than that of other high-tech industries.The concentration level of electronic computer and office equipment manufacturing industry first climbed,then slightly diminished and then stabilized during 2010-2020.(2)From 2010 to 2020,the overall level of high-tech industry agglomeration in our country demonstrated a downward trend and then an upward trend,with the eastern region exhibiting a downward trend and the central and western region displaying an upward trend,and the level in the eastern region was much higher than that in the central and western regions.(3)High-tech industrial agglomeration has a positive facilitating effect on the high-quality development of the Chinese economy,and the eastern region has the strongest facilitating effect.In addition,the degree of opening up,human capital,government support and infrastructure construction all play a substantially positive effect on the high-quality development of our economy,and the industrial structure has a substantially negative effect on the high-quality development of our economy.(4)The intensity of regional technology factors has a threshold effect on the influence of high-tech industrial agglomeration on high-quality economic development,that is,when the intensity of regional technology factors is more than the threshold value,the intensity of the influence of high-tech industrial agglomeration on high-quality economic development will decay;(5)The spatial clustering types of high-tech industrial agglomeration and high-quality economic development are high-high agglomeration and low-low agglomeration.At the same time,the high-tech industrial agglomeration has a positive spillover effect on the adjoining cities or the cities with analogous economic development level.In addition,through the dynamic spatial model,it is found that under the economic distance matrix,the current high-quality economic development will have a negative impact on the future high-quality economic development of the region,and the high-tech industry agglomeration has a positive impact on the high-quality economic development of the region and adjacent regions under both short and long term effects.Based on these studies,the following actions and recommendations are proposed.(1)Improve the level of high-tech industry agglomeration and promote regional technological innovation;(2)Give full play to the guiding role of government departments to promote the development of high-tech industries;(3)Optimize the industrial environment and improve the efficiency of regional production innovation;(4)Strengthen regional cooperation to formulate differentiated development goals and promote coordinated development;(5)Pay attention to environmental protection and promote sustainable development. |
