| Since the founding of the People ’ s Republic of China,great changes have taken place in the system and mode of territorial space use control in China,which is changing from the system and mode of decentralized control by sub-elements and departments to the system and mode of unified use control in all elements and all space.Prior to the reform,it highlights the sub-element control of the differentiation space of regulatory elements,and after the reform,it highlights the full-element unified control of the differentiation space of regulatory jurisdiction.This change not only brings about changes in the underlying logic of territorial space use control,but also leads to changes in the governance and authority relations between the competent departments of territorial space use control and other non-competent departments.It highlights the problem of how to coordinate the relationship between the governance and authority of the competent departments of territorial space use control.It is urgent to clarify the governance and power of the competent departments of territorial space use control and straighten out the control authority between the competent departments of territorial space use control and other non-competent departments on the basis of clarifying the underlying logic of unified implementation of territorial space use control by all factors.County(district)level space use control is an important part of China ’ s territorial space use control system.It undertakes the task of connecting the preceding and the following and directly facing the implementation of use control.It is particularly urgent to clarify and coordinate the relationship between governance and authority of county(district)level territorial space use control.According to the train of thought of ’ asking questions-comparative analysis-systematic research-constructing framework-empirical research ’,on the basis of combing the research and practice of the relationship between governance and authority of territorial s pace use regulation,this paper analyzes the mechanism and underlying logic of the conflict between governance and authority of territorial space use regulation,studies and constructs the coordination framework of governance and authority of territorial space use regulation at county(district)level,including two types of subjects of regulatory authorities and non-regulatory authorities and three internal levels,and takes Wuqing District of Tianjin as an example to carry out empirical res earchThe main conclusions of the study include:(1)Clarifying and unifying the governance of regulation is the key to realizing the regulation of the spatial use of all elements of a unified territory.The essence of territorial space use control is that the subject of control implements the integration and management of development and protection activities based on the areas under its jurisdiction,and its control space is determined by the domain space decided by its jurisdiction.Therefore,the domain space provides the basis for the realization of unified territo rial space use control,and also determines the relationship between the governance and authority of territorial space control.(2)Territorial space has the attribute of domain space,which is the underlying logic to achieve unified land space use control.The attribute of domain space determines the certainty of territorial space and the integrity of containing all elements,eliminates the differences between regulatory elements and regul atory space caused by the attribute of regional space,and provide s a systematic platform for the implementation of unified territorial space use control with all elements and the basis for coordinating the relationship between control governance and authority.(3)The attribute of regional spatial differentiation is the main reason for the conflict of governance and authority of land spatial use control.Regional space is formed according to the differentiation of regional factors.The objective existence of the same space can be divided into different control elements and control contents according to the differentiation of regional factors,which leads to the lack of the basis of governance and authority for the implementation of the unified control of territorial space uses by all factors,and is the main reason for the conflict between governance and authority of territorial space use control.(4)In order to achieve the unification of all elements of territorial space use control,it is necessary to comprehensively coordinate the governance and authority relations b etween the two types of subjects and the three levels of control.The reform of the control system of territorial space use causes the change of the relationship between the governance and authority of the control authorities and the non-control authorities.To coordinate the relationship between governance and authority of territorial space use control,it should include the two types of subjects of the control authorities and other non-control authorities and their relationship,the three levels within the two types of subjects and their relationship.(5)The framework method for coordinating the relationship between governance and authority of regulation can be used to coordinate the pract ice of the relationship between governance and authority of regulation on territorial space use at the county(district)level.Research on the proposed framework and method for coordinating the relationship between governance and authority of control will help to solve the problem of uncoordinated governance and authority of control in the implementation of full-factor unified territorial space use control at the county(district)level. |
