Research On The Development Of Urban-rural Integration Under The Background Of Territorial And Spatial Planning

In recent years,with the development of China’s social economy,a series of problems caused by the urban-rural dual structure,such as the large gap in living standards between urban and rural areas,serious hollowing out of rural areas,and deterioration of the ecological environment,are gradually attracting people’s attention.The imbalance between urban and rural development seriously restricts the overall development of China’s economy and society.From the perspective of the overall strategy,the planning of national territory space is based on a basic map.It is an important measure to realize the comprehensive and healthy development of urban and rural areas and to promote the integration of urban and rural areas.National spatial planning background add new meaning to the development of urban and rural integration,in combination with the practical case of zhengzhou metropolitan area,explore the national spatial development strategy under the background of urban and rural integration,can not only enriched the contents of the theory of urban and rural integration,can the urban-rural integration development of zhengzhou metropolitan area to provide practical guidance,and provide reference for similar areas of the country’s urban and rural integration development.Firstly,based on the research of relevant scholars,this paper defines the relevant concepts of territorial space planning,urban-rural integration,and metropolitan areas,and summarizes the existing achievements and shortcomings of relevant researches at home and abroad in this regard.Secondly,it discusses in detail the goal of urban-rural integration under the background of territorial space,and constructs a comprehensive and systematic index system of urban-rural integration development.Finally,combined with the actual situation of zhengzhou metropolitan area,ahp-analytic hierarchy process is used to analyze a large number of data,and the results and existing problems of the integration of urban and rural development level of zhengzhou metropolitan area are obtained,so as to propose the integration of urban and rural development strategy of zhengzhou metropolitan area under the background of land space planning.This paper holds that land space planning requires urban and rural areas to form a harmonious coexistence of the "three living space",and the pursuit of space efficiency.Under the background of national spatial planning of urban and rural integration development should reflect on the production,ecology,life three big space,in order to get the ecological benefit,economic benefit,social benefit maximization,and through the indicators will be in the form of the overall goal decomposition,can be divided into urban and rural per capita housing area ratio,the transport network density,total agricultural output value,per capita agricultural spending per capita spending of green coverage ratio,proper and many others.The target system can be used as an important part of the evaluation system of integrated urban and rural development under the background of territorial space.Combining the urban-rural integration goal of "three living Spaces" and the existing studies of relevant scholars,this paper proposes the concept of the degree of urban-rural integration,and constructs a comprehensive evaluation index system covering 20 key indicators in the five aspects of urban and rural economy,society,production,life and ecology.By processing and analyzing the data from the statistical yearbook of districts and counties in the 2018 metropolitan area,the author calculated the degree of urban-rural integration of cities and counties by adopting the method of linear weighting.The degree of urban-rural integration is between 0 and 1.The closer the degree of urban-rural integration is to 1,the higher the degree of urban-rural integration is.On the contrary,the lower the urban-rural integration development is,the closer the degree of urban-rural integration is to 0.The results showed that the urban and rural integration degree of zhengzhou city center,xinzheng city,xingyang city and xinmi city was more than 0.7,which was in the advanced stage of urban and rural integration.The number of counties and cities with a degree of urban-rural integration of 0.3-0.7 is in the majority,accounting for 76.47% of the total number of cities and counties in zhengzhou metropolitan area,which is at the intermediate stage of urban-rural integration.It can be seen that the zhengzhou metropolitan area is in the middle and advanced stage of the development of the metropolitan area,the development of the large and medium cities is balanced,the regional urban system has been basically formed,and the central city is still in the stage of rapid development and quality improvement.It also suggests that gradually enhance the interaction between urban and rural areas,urban and rural areas of various elements of flow direction began to tilt to rural areas,in the urban area of various facilities and services tend to be perfect at the same time,gradually began to increase investment in rural areas and facilities construction,makes the towns and villages in the economic and social undertakings in the area of flow elements,infrastructure and public service level,ecological environment and so on aspects of the gap is narrowing.Combination of metropolitan area of zhengzhou urban and rural integration,to promote the development of the metropolitan area of zhengzhou urban and rural rapid convergence,this paper constructed the "advance planning,intensive use of urban and rural land","plan as a whole the allocation of resources,promote industry development between urban and rural areas","to improve infrastructure,to improve the quality of urban and rural life","to advocate green development,the protection of urban and rural ecological environment" and so on four aspects of the urban and rural integration development strategy.These measures cover the five aspects of economy,society,production,life and ecology,which can effectively promote the circulation of total factors of urban and rural resources,narrow the gap of living standards between urban and rural residents,and finally realize the rapid integration of urban and rural development of zhengzhou metropolitan area.
