Research Of Migrant Workers Return Home Entrepreneurship Of Anhui Province

Recently years, Migrant workers return home for start-up is hot issues of societyconcern. It is an important part of rural construction and development.To better guide thistrend thus to conform with the outlook of scientific develop development which ispeople-oriented is conductive to the construction of a harmonious society, and may alsopropel the rising of Anhui Province. Anhui, as a big labor outsourcing province, outputs alarge number of labor each year while many of the migrant workers return home forstart-up. It is of representative meaning. This paper takes several regions, villages andtowns of Anhui as the survey subjects. We also visited some returned migrants workers.The content of the survey mainly involves the status quo of migrant farmers as well as thestart-up issues.The survey finds that the status quo of migrant workers is not optimistic. There aremany difficulties for their start-up. Including migrant worker’s boundedness of ideology, alack of managerial talent, limited resources for start-up, weakness of external policysupport, low enthusiasm for start-up, low capacity to assume market risk, with out-of-dateinformations, a lack of advanced management mode etc. According to the survey,unfavorable factors which restrain the start-up of migrant workers have not been wellsolved and would exist for a long period. To guide the start-up of migrant workers and tohelp them succeed is a long term task. Therefore, it is necessary to strengthen guidance forstart-up of the migrant workers, and try to create quality service environment. Meanwhile,it is also necessary to establish and improve guidance and training mechanism for start-upof migrant workers, to expand financing channel of them, and to help them succeed instart-up through encouragement of government of all levels, proper guidance as well asstrong support.From the trend of migrant worker’s return home for start-up as well as theimplementation of “sunshine project”, it could be concluded that there are many problemsin migrant worker’s return home for start-up. The most prominent ones are: first, difficultyin financing; second, tightness with premises land; third, the start-up environment stillneeds improvement; forth, lack of management staff; last but not the least, relevant localauthorities fail to provide effective organization and guidance for the start-up of themigrant workers. After analysis, we propose the following countermeasures to improve theenvironment for their start-up: first, improve the financing mode; second, help solve landissue in start-up of migrant workers; third, create good start-up environment for them;fourth, carry out rich start-up trainings thus to improve the comprehensive quality andstart-up ability; fifth, reinforce organization and guidance for the start-up of migrantworkers. Start-up by returned migrant workers are helpful to improve per capital income ofthe rural population and conductive to the development of rural economy. Therefore, localgovernment and society shall attach great concern to start-up of the returned migrantworkers and to improvement of their employment forms. They may help them to solveissues such as financing and land use through improvement of external environment and toprovide necessary skill and theory training for the migrant workers who aim for start-up,thus to help them develop better in the road of start-up.
