Since the 1990s,in order to solve the problems of low level of domestic economic development and weak urban infrastructure,urban investment companies have emerged.After the financial crisis in 2008,with the introduction of the "four trillion" policy,the development of urban investment company is in a blowout trend.Looking at the development of domestic urban investment companies,in the past 30 years,they have helped local governments to make outstanding achievements in urbanization reform,infrastructure construction,major project financing and so on.However,in the process of rapid expansion of urban investment companies,the lack of supervision has led to frequent problems such as super scale financing,performance projects,illegal borrowing,and a considerable number of urban investment companies are facing significant challenges This is extremely detrimental to the steady development of the national economy.In order to reduce the system risk and effectively supervise and restrict the urban investment company,the relevant departments of the State Council have constantly issued policies to encourage the transformation of the urban investment company.The main goal is to develop in the direction of marketization and sustainable development.Market oriented development must have corresponding market-oriented management mode,and can no longer carry out market-oriented transformation with inherent thinking mode.In order to achieve the short-term,medium-term and long-term goals of transformation,there must be corresponding target management means.Among many target management tools,the balanced scorecard is a more scientific and practical performance management tool.The author will take the city investment company as the research object,and build the performance evaluation mechanism for the company based on the balanced scorecard,hoping to have a certain reference significance for similar enterprises to implement performance management.The traditional way of performance appraisal focuses on the assessment of financial indicators,and lacks systematic thinking of non-financial objectives.The singleness of the assessment makes it difficult to comprehensively and objectively measure the operation of the company,which leads to the low efficiency of enterprise management.Based on the in-depth study of strategic management,balanced scorecard and other related theories,this paper proposes to optimize the performance evaluation mechanism on the basis of Balanced Scorecard,so as to realize the objectivity and comprehensiveness of performance evaluation.This paper proposes that the four balanced scorecard elements of enterprise management and finance,customer,internal operation,learning and growth should be organically combined to build a multi-level performance system of group level,subsidiary level and department level.
