In the modern economic society of high information, hi-tech and globalization, business management has already come to the era of strategic management. Based on the Balanced Scorecard, performance management system of indicators, not only provide a completely new approach to performance management. But also provide the ideas and methods to establish a link between strategic management and performance management.At first, this paper introduces the theory of the origin of strategic performance management, a detailed analysis of a balanced scorecard-based strategic performance management from a theoretical point of view. Followed by manufacturing enterprises as an example, making use of BSC theory to specifically design the enterprise sectors and positions' performance indicators and specifically introduce the establishment of strategy maps, the decomposition of goal, and how to van and define indicators. Finally, analyses the need of using management information systems to evaluate the enterprise sectors and positions' performance indicators and on this basis designs the performance management subsystem of HRMS to support the work of evaluating the performance indicators. I hope this paper will provide our enterprise the reference value of performance management.
