Today, with continuous development of the knowledge economy, further reform and opening up, and the international completion is becoming increasingly intense, more and more companies begin to focus on strategic management. Strategic management is a system of progressive step by step, including identify the company’s development mission, clear the corporate strategic objectives, and refine the specific development indicators, etc. At the same time, strategic management is also a systematic procedures for accelerating the company’s development and realizing the company’s strategic objectives, including strategic analysis, strategic formulation, strategic implementation, and strategic control, etc.As we all know, the china’s traditional performance evaluation system only focused on financial indicators, and ignoring a large number of non-financial factors. It’s single and failed to accurately measure the real operating situation of the company. Therefore, it can’t meet the needs of modern company strategic management. The Balanced Score Card theory which originated from Western countries, was widely utilized among the many multinational corporations and achieved good effects.After fully study the basis of relevant theory in the balanced scorecard and corporate strategic management, this article point out to establish an evaluation system for assessing and evaluating the company’s strategic management based on the balanced scorecard. The system integrate the four layers of the Balanced Score Card-Financial, Customer, Internal business processes, Learning and growth,into the four processes of strategic management-Strategic analysis, Strategic formulation, Strategic implementation, and Strategic control, and it include company-level evaluation, department-level evaluation and individual-level evaluation. Then the complete, systematic and comprehensive evaluation system of strategy management is used to monitor and evaluate the company strategy management.On the basis of the above-mentioned study, combined with the specific circumstances of the Chinese enterprise, this article discussed the prerequisite, steps and issue may exist of the implementation of the Strategic management evaluation system based on the Balanced Score Card detailed. Finally, using X company as a case to analysis the construction, implementation and results achieved of the evaluation system, verify the credibility of theoretical findings.The innovation of this study may exist as follows:Theoretical research:Through integrate and communicate the four dimensions of the Balanced Score Card and four processes of strategic management into each other, the article building a strategic management evaluation system based on the Balanced Score Card. The evaluation system is divided into three levels-company level, department level and individual level which can assessment and evaluate the strategic management effective, and balance a lot of interests, goals and targets. It will provide fair evaluation results as the basis for the formulation, implementation and adjustment of company strategy. This three-level evaluation system has not appeared in previous studies yet, and it has some certain degree of innovation.Case research:The author selected a listed company who use the Balanced Score Card into Strategic Management evaluation as a sample. It’s unique and representative.The basic points of this research are:①Clearing the company’s development strategy is a start for the strategic management and evaluation system.②Improved company’s goals and a clear indicator can guide the process of production and management of the company.③The advantage of the Balanced Score Card is that it integrates financial, customer, internal business process, and learning and growth perspective for one to evaluate the implementation of the company strategy and balances a number of factors.④Internal environment control and performance incentives policy are the prerequisite for the implementation of the strategy.⑤Good Balanced Score Card system requires periodic evaluation and adjustment.
