Design And Implementation Of Expert Suggestion Collection System For The National Language Commission

The development of information technology has promoted the digital transformation of government work."Expert Suggestion of the National Language Commission" is a journal under the guidance of the Language and Information Management Department of the Ministry of Education,which publishes countermeasures and suggestions concerning language and character related issues.As an internal reference journal that serves relevant departments and leaders to make scientific decisions,it has made outstanding contributions in terms of "ideological guidance,academic support,providing suggestions,serving the country".However,the submission method of this journal is Email submission,and the management of manuscripts is still in the stage of manual operation.This method has the disadvantage of time-consuming and laborious.In addition,manual selection of reviewers often cannot guarantee that the selectors can make accurate judgments on the field of the manuscript and the reviewers’ research direction.In view of the above problems,it is urgent to design and implement an expert suggestion collection system that integrates submission,management,review and intelligent recommendation of reviewers.The main research content of this paper is as follows:In view of the above-mentioned problems in the submission method and manual management of manuscripts,this paper explored the editorial department’s workflow for the "Expert Suggestions from the National Language Commission" journal and analyzd the system’s functionality and non-functional requirements.Secondly,according to the conclusion of requirement analysis,the overall structure of the system is designed,and the functional modules are introduced by functional module diagram and flow chart.Then,use the E-R diagram described the main entities such as manuscripts,authors and experts,the attributes of the entities and the links between the entities.Finally,according to the attributes of each entity,data tables such as manuscript information table,author information table and expert information table are designed,the query efficiency of each table is improved by adding indexes,primary keys,and foreign keys.In order to solve the above-mentioned problems of manual selection of reviewers,this paper comprehensively considered the matching between the content of the manuscript and the research direction of the reviewers,the personal ability of the reviewers,and the social relationship between the reviewers and the author.The recommendation algorithm based on the similarity of topic features constructs a review expert matching model based on a dual topic model,a multi-dimensional expert scoring model based on analytic hierarchy process and an expert avoidance model to recommend the most suitable review experts.According to the requirements analysis and system design scheme,this paper realized the Expert Suggestion Collection System of the National Language Commission.The system mainly includes ten functional modules including expert information base,submission,review,manuscript management,message notification,system management and data visualization.In order to ensure the security,reliability and stability of the system,this paper carried out a lot of compatibility tests,function tests and a performance tests on the system.The results show that the system performs well in various indicators and can meet the work needs of the journal editorial department.Practice has proved that the system has effectively solved various problems in manuscript submission,manuscript management and review,and improved the work efficiency of the editorial department and the informatization level of the National Language Commission.The expert recommendation model improved the scientificity and fairness of the review mechanism,and promoted the optimal allocation of expert resources.The use of this system is conducive to promoting the development of Chinese language work and the promotion of national cultural soft power.
