It has effectively solved the problems which caused by the traditional Manuscripts processing system, it has greatly improved work efficiency, enhanced the extent of the sharing of information resources.The system uses the Internet and has been the gradual emergence of a mature network of manuscript boom, to overcome the traditional submission methods (mail and email) occurred during the operation tedious affairs, delivery errors and lost documents and other issues, to deal with the daily manuscript , data and information management services on the Web-based online manuscript processing system to complete, this can be achieved from the submission, proofreading, editing and publishing the whole process of networking, more flexible and convenient than the traditional model. And the editorial staff and can obtain very good contact, timely modification works in order to meet the requirement, accelerate the speed of publication, enhance competition ability. In this paper, the design was chosen the Visual Studio.NET as the integrated application development environment , it uses C # programming language, and uses SQL Server as the background of the database, designed a online submission peer review management system. The system consists of several modules: User Module, Editor Module, Editor-in-Chief Module, Expert Module, Administrator Module.According to the combination of the above modules,it basically realizes the User Registration and Login, upload and download the manuscripts, Editors manage manuscripts, Distribute the reviewers and published the information of the system, trial and view the manuscript, maintain the personal information, the system's administrator maintain the system and the other functions.
