| While the digital wave is irreversibly changing human society,some people are still unable to keep up with the pace of development due to age,economy and skills.Public libraries are open to all equally and have a certain public interest,so they should take up the mission of promoting digital inclusion.As the end of the public library system,grassroots public libraries are the main place to realize digital benefits,and they play a particularly important role in promoting digital inclusion.In this context,grassroots public libraries in the U.S.are no longer limited to traditional book circulation services,but are expanding their services in a comprehensive and diversified way,one of which is digital inclusion services.The digital inclusion services of U.S.grassroots public libraries include ICT access,digitization of featured resources,digital skills training,and information services,etc.The services also fully mobilize internal and external forces,forming a combination of in-library and out-of-library services.In addition,under the guidance of the government and library-related organizations,U.S.grassroots public libraries have also experimented with diversified programs and created several typical programs.The successes of this series of digital inclusion service initiatives include: segmentation of needs and proactive services;multi-party cooperation and resource sharing;diversified funding and application on demand;and focus on privacy and security.However,there are also shortcomings of insufficient publicity and promotion,insufficient professional librarians and insufficient information accessibility construction.The unbalanced and insufficient problems brought by digital technology development are still very prominent in grassroots areas of China,and grassroots public libraries have a wide space to play in promoting digital inclusion.Based on the successful experiences and shortcomings in the United States and the practical situation in China,the article proposes initiatives for improving digital inclusion services in grassroots public libraries in China: deepening the concept of digital inclusion services,enhancing library marketing awareness,seeking diversified external cooperation,and broadening diversified funding channels,in order to promote the process of digital inclusion in grassroots public libraries in China. |
