The Investigation Of American Public Libraries Promoting The Development Of Digital Inclusion And Its Enlightenment To China

Since the 21st century,the Internet has gradually integrated into the lives of human society.While digital information and communication technologies have brought convenience to life,the problem of information gaps has also emerged.The contact and use of digital technology has changed people's living conditions and quality,so it is extremely important to promote digital inclusion of digitally disadvantaged groups.Public libraries are the core institutions of the country's important public cultural and information resources,which have good conditions in providing digital content and digital skills training to the public,playing an important role in promoting digital inclusive services.The article firstly analyzes the concept of digital inclusion,its relationship with the digital divide,digital literacy,and social inclusion,as well as the significance,advantages,and methods of public libraries promoting the development of digital inclusion.On this basis,we conducted the investigation on the policies and regulations of American Public Library on digital inclusion,the construction of facilities and equipment,the construction of information resources and the development of project activities,then we concluded that American Public Libraries focus on digital infrastructure in promoting the development of digital inclusion construction,pay attention to the basic digital needs of the poor and vulnerable groups,strive to provide basic digital skills training,innovate the development path of digital inclusion in public libraries,join forces to promote urban digital inclusion,and pay attention to the successful experience and shortcomings of the evaluation of digital inclusion service effects.Secondly,we investigated the current situation of Chinese public libraries promoting the development of digital inclusion only to find that there are insufficient service policy development,weak digital infrastructure,one-sided information resource construction,and few types of projects.Therefore,in view of the successful experience of digital inclusion in public libraries in America,the tentative solutions to improve the strategies for promoting the development of digital inclusion in public libraries in China are to perfect the policy of public library service system,locate the role of public library services,improve the digital facilities and resources,deepen the digital inclusion and precision services of public libraries,cultivate and improve the level of public digital literacy and develop a sustainable and win-win cooperation mechanism with stakeholders.
