This study focuses on the current situation and realization path of public libraries in rural areas in the context of rural revitalization strategy, aiming to provide theoretical support for promoting the realization of rural revitalization strategy, contributing to the common prosperity of rural residents, and promoting the social inclusion of public libraries. With the emergence of the Internet, the distribution of information resources in the world has changed dramatically, with direct and indirect effects on the creation, circulation and distribution of information, leading to the emergence of a digital divide. To bridge the digital divide, digital inclusion is proposed as its reverse concept, aiming to make all social publics comfortable with information and communication technologies(ICT).Based on digital inclusion theory and social cognitive theory, this study divides the factors affecting the current situation of digital inclusion in rural areas into two categories: individual factors and environmental factors, and explores the overall situation of digital inclusion in public libraries in rural areas in China through questionnaire research. The research results show that public libraries in rural areas in China have deficiencies in digital facilities construction, information resources construction, and types of training programs. At the same time, rural residents have deficiencies in access and application abilities despite having certain access abilities, which provides an important basis for the improvement direction of digital inclusion in rural public libraries.Meanwhile, based on the survey and analysis of 31 provincial public libraries in China and the "Library of the Year Award" winner of Library Journal in the past ten years abroad, this study takes digital access service, digital skill service, and digital resource service as the entry point, and distills experiences and inspirations for reference by public libraries in rural areas through online research, including insisting on policy guidance, attaching importance to digital facilities, providing digital training, and developing special resource libraries.Based on the above findings, this paper discusses and analyzes the paths to achieve digital inclusion for public library residents in rural areas in order to further improve and practice the results of this research. This paper argues that digital inclusion should be promoted from three perspectives.First, from the policy perspective,it is necessary to further refine the policy guidance direction and quantify digital inclusion indicators.Second, from the perspective of public libraries,we should strengthen the construction of digital infrastructure, expand diversified digital training programs, and enrich the construction of information resources. Finally, from the perspective of rural residents,we should stimulate the initiative of residents and increase the sense of digital rural participation.
