The Global Times sets international issues through international commentaries published in both Chinese and English and plays the function of interpreting international current affairs internally and conveying China’s position externally, which has a strong ability to guide public opinion in the field of international communication. In recent years,China’s international influence has been increasing, but there is still much room to improve the effectiveness of international communication, and the international communication discourse does not match the country’s hard power. This paper aims to explore how the Global Times writes international commentaries in English and Chinese across languages, cultures, and contexts, and to build a foreign communication media with international influence through high-quality discourse content and differentiated communication methods. In this paper, the sample of international commentaries of the Global Times from 2021 to 2022 is selected, and the commonalities and differences are summarized by comparing and analyzing the content composition and text structure of the sample. In terms of macro-level content composition, the distribution of issues, information sources, commentary regions, and the composition of commentary author groups in the English and Chinese editions of the Global Times remain consistent in general. At the micro level, the text structure of the international commentaries in the Global Times has its own characteristics in terms of attitude, intention, rhetoric, use of quotations and argument structure. This paper summarizes the following rhetorical features of the international commentaries in the English and Chinese versions of the Global Times.Firstly, the commonality is reflected in the position and theme: the position lies in the strong national identity in its value core and the expression of justice in the international position;the theme is expressed in the courage to comment on the conflict, the use of confrontation framework to face the international questioning of China, and the ability of Chinese mainstream media to shape the global view of the public. At the same time, the speech characteristics of the Chinese and English versions of the Global Times are influenced by factors including Chinese and Western cultural contexts, mainstream values, media usage habits, information acceptance psychology and communication persuasion strategies.Under the influence of these factors, the Chinese and English international commentaries show the following differences while maintaining consistency: the choice of topics reflects the difference between domestic reality and international perspectives, the internal and external communication methods make the difference in attitudes and background information, and the rhetorical strategies show the difference in cultural differences and language styles. In addition, the Chinese version of the Global Times International Review is more effective in domestic communication and adopts emotional persuasion strategies. The English version of the International Review is less likely to use emotionally charged expressions, because overseas audiences do not have common meaning in understanding the emotional factors in China, and because the media prefer to promote the emotional atmosphere of "mutual benefit and win-win" when communicating abroad. Therefore, the media should pay attention to the awareness of overseas audiences when communicating abroad, and at the same time, the discourse practice should consider the cultural context and the need for a persuasive strategy that combines logic and emotion in the communication of views.
