In the current international background of globalization and cross-cultural exchanges, foreign communication of mass media is important in pushing forward a nation's process of internationalization, setting up its national image, as well as strengthening its international position. In recent years, in order to protect national interest involving economy, war, etc, mass media in every country has competed with each other fiercely, which let us realize the power of the mass media profoundly. Compared to western media's hegemony in the international opinion, China's foreign communication has made a substantial progress in recent years, but there is still a gap need to bridge.By means of empirical analysis, and also from the angles of semeiology, sociology, culturology, international relations, as well as mass communication, this paper makes a study of current situation of China's mass media's, especially the TV media's, foreign communication and its strategy of development. This paper takes CCTV-4, CCTV-9, and CCTV-E&F, which are designed for audiences of different cultural background and living habits, as examples, analyzing advantages and disadvantages of these three channels in the aspects of program mode, communication effect, influence, and so on. This study carefully analyzes the current situation of China's international communication in a comprehensive and systematic way, by taking four internationally widely used languages-Chinese, English, Spanish, and French, as breakthrough point, which is a good try to strengthen the power of China's mass media and to popularize China's national image. Through a great deal of data and theories analyzing, this paper holds the view that in order to make its own international position in the world, China should not only make itself strong in politics and economy, but also strengthen its "soft power" by using the advantages in foreign communication. From monotonous to multivariate, international communication of China's mass media has gained great progress in the latest ten years. In the future, we should focus on foreign communication mechanism, communication strategy, etc, so to realize our goal of becoming a great power in culture and mass media.There are five parts in this paper. The first part is introduction, making a summary of the current situation of the three CCTV multi-language channels, and China's multi-language channels' foreign communication. The second part is a mode-analyzing of CCTV's three multi-language channels. It analyzes CCTV-4, CCTV-9, and CCTV-E&F from the angles of functions of channels and mode of TV program, by statistics, which studies foreign communication from the aspect of practice, in a comparatively comprehensive and systematic way in China. The third part studies the actual effect of CCTV's multi-language communication. This part analyzes the relationship among multi-language, "coding & encoding", and "national code", as well as the relationship between the making of national image and cross-cultural communication. By taking CNN and Korean soap opera as examples, the fourth part analyzes successful examples of foreign mass media's foreign communication, and reflects on China's mass media. The last part is conclusion. This part studies the tendency and strategy of China's mass media's foreign communication, mainly from the aspects of the governmental support in policy and journalism management mechanism.
