| The occurrence of catastrophic public emergencies directly threatens the safety of people’s lives and property and affects economic development and social stability.After the occurrence of a catastrophic event,the situation of the affected people,the response measures taken by the government,the aftermath and investigation of the event are the focus of the society.Especially in the context of the flourishing development of new media,on the one hand,the information related to the event can easily spread rapidly and cause a wide range of influence,and on the other hand,technology empowerment provides more possibilities for audiences to voice their opinions,all of which pose a serious challenge to the public opinion guidance ability of China’s mainstream media.In July 2021,Henan Province was hit by a rare extraordinarily heavy rainfall in its history,the intensity and scope of which broke the historical record and caused serious flooding.According to the statistics,this huge flood caused 150 counties(cities and districts)in Henan province,14,786,000 people were affected,the number of deaths and missing people reached 398,and the direct economic loss reached hundreds of billions of yuan.The disaster seriously damaged the local economy and ecological environment,affecting people’s lives,and media at all levels have followed up the report.In this process,the reporting framework of mainstream media will directly affect the audience’s perception and understanding of the event,and thus influence the direction of public opinion.Therefore,this paper takes People’s Daily Online as the object of study,collects samples of reports on the "7.20 Extraordinary Rainstorm in Henan Province",analyzes the features of People’s Daily Online’s coverage of public emergencies and summarizes the coverage framework by using content analysis method under the perspective of framework theory,reflects on the shortcomings of People’s Daily Online in constructing the coverage framework of public emergencies,and puts forward suggestions for optimization.The reportage framework of the People’s Daily Online is a sample of the public emergency reports.This paper consists of six parts.The first part elaborates on the research background,research significance,and the current status of domestic and international research of the paper,while the second part outlines the framework theory and sudden public event reporting.The third part constructs categories by grasping the research object and research questions with reference to the Tankard frame list and Zang Guoren’s high and low level theories.The fourth part analyzes the main frame,content frame,and expression frame of Renminbi’s report on "7.20 Extraordinary Rainstorm in Henan" according to macro,meso,and micro levels.The fifth part summarizes the role and value of the reporting framework of People’s Daily Online,and finds that People’s Daily Online has assumed the dual functions of news and propaganda,and has shown four dominant frameworks in the reporting of public emergencies: factual framework,humanistic framework,governmental image framework,and scientific knowledge framework.Finally,the sixth part reflects on the coverage of the "7.20 Extraordinary Rainstorm in Henan" by People’s Daily Online,and proposes four optimization paths for the coverage of public emergencies in terms of strengthening the gate-keeping role of media,innovating the presentation form,giving full play to audience dynamics,and constructing an all-media communication matrix. |
