Science and technology are the first productive force,and innovation has also become an essential driving force during industry developing.By implementing the innovation-driven strategy,we continue to enhance the support for independent innovation in the industry.The electronic and communication equipment manufacturing is a critical factor to ensure the high-quality development of the Chinese national economy.This paper presents a study of the innovation efficiency of the electronic and communication equipment manufacturing industry by introducing an innovative ecosystem in order to maintain the advantages of innovation development and achieve constant innovation in this industry.The innovative ecosystem can reflect more profoundly dynamic interaction between each subject and environmental in the process of innovation activities.It is more appropriate to evaluate the innovation efficiency of electronic and communication equipment manufacturing industry from the perspective of innovation ecosystem.This study builds an evaluation model of technology innovational eco-efficiency based on ecological and innovation ecosystem theory.By selecting data from 20provinces(cities),four major economic regions and the entire country of China during2010-2020,using DEA-BCC and Malmquist index model to evaluate and analyze technology innovational eco-efficiency,we provide solutions to improve innovation efficiency of electronic and communication equipment manufacturing industry.To begin with,the analysis of the current situation of technological innovation development in electronic and communication equipment manufacturing industry shows that the innovation input and output factors in each region are increasing each year,but the innovative input-output ratio is not high,and the development varies greatly between different regions.Secondly,by combining ecological theories,comparing natural ecosystem with innovation ecosystem,we restructured the process of innovation activities and defined the ecological concept of technological innovation ecology.The technological innovation efficiency can be decomposed into assimilative efficiency,productive efficiency and consumptive efficiency,which correspond to the technology development stage,result transformation stage and technology diffusion stage of innovative activities,respectively.Further elaborating of technological innovation efficiency evaluation model and constructing the evaluation index system can be done on this basis.Thirdly,using DEA-BCC and Malmquist index model to measure and analyze the static and dynamic efficiency of technological innovation in electronic and communication equipment manufacturing,we found that: during the sample period,the overall innovation efficiency of electronic and communication equipment manufacturing was poor,the efficiency of energy transfer of innovative eco-activities was lower than 20%,and the advantages of resources of each innovation subject were not fully used.The transformation ability of R&D achievements is poor,the technological innovation efficiency of production stage has inhibited the improvement of overall efficiency,causing a mismatch between input and output elements.The innovation development appears regional unevenness,and the efficiency of innovation ecology varies widely in different places.Finally,according to the results of the empirical analysis,three measures are given to improve the efficiency of technological innovation in electronics and communications equipment manufacturing,in terms of building an innovation ecosystem,accelerating the transformation of science and technology outcomes and coordinating the innovation ecosystem.
