Research On Evaluation Of Technology Innovation Efficiency Of Electronic And Communication Equipment Manufacturing Industry In China

With the gradual deepening of economic globalization and the continuous advancement of network communication technology,the electronic and communication equipment manufacturing industry has achieved sufficient development.At present,it has occupied a large share of the national economic output value and total export volume,and has become an important part of China's manufacturing industry.The important components,as a technology and innovation-driven industry,play a pivotal role in driving the transformation and upgrading of China's traditional manufacturing industry and building and completing the “13th Five-Year Plan” national innovation planning system.However,China's R&D activities started late,the technical foundation is weak,the distribution of resources is uneven and wasteful,and the scale of investment and international competitiveness still need to be further improved.Although great progress has been made in recent years,there is still a certain gap compared with developed countries.In order to promote the better and faster development of China's electronic and communication equipment manufacturing industry and improve the level of technological innovation,it is necessary to study the efficiency of its technological innovation.By combing the literature at home and abroad,this paper compares the measurement methods of technological innovation efficiency,and selects the three-stage DEA model to measure and evaluate the technological innovation efficiency of 26 provinces and cities in China during 2012-2016.The research results show that China's electronic and communication equipment manufacturing industry's technological innovation efficiency level is low and the growth is slow,and the regional technological innovation efficiency difference is large and the East Region is high,the West Region is low.Scale inefficiency and management inefficiency work together,and low scale efficiency is the main reason for the inefficiency of integrated technology innovation.The external environmental factors such as the financial support of technological innovation activities,the degree of competition among enterprises in the region,the level of economic development and the education level of talents have different effects on the efficiency of technological innovation.The effect of government capital investment on the improvement of innovation efficiency is not obvious.Although the regional economic development level will improve the scale efficiency level,it will also be more likely to cause waste of resources.To a certain extent,it will affect the improvement of the level of technological innovation efficiency.The regional competition and education level will promote the efficiency of technological innovation and reduce waste of resources.Finally,according to the status quo of China's electronic and communication equipment manufacturing technology innovation and the impact of the external environment,targeted recommendations were put forward.
