| In 2022,the United States introduced the Chip and Science Act for chips and semiconductors, strengthened export controls on Chinese chips, semiconductors and other products, and Sino-US scientific and technological relations are in a tense state, which is not conducive to the complementary development of Sino-US science and technology, but also seriously affects the development of China’s semiconductor industry.China’s semiconductors are mainly concentrated in the packaging field with low core technology threshold requirements, while chip manufacturing equipment, materials and other fields involving high-end technology are mainly in the United States,Japan and Chinese Taiwan. The Chinese government and technology companies are also working hard to promote the development of the semiconductor industry and increase the scientific and technological content of the semiconductor industry. In the current reality of Sino-US scientific and technological relations, how China’s semiconductor industry can achieve faster and better development is not only a scientific and technological issue that the government and enterprises attach great importance to,but also a topic that the academic community pays great attention to and seriously studied. This paper uses the literature analysis method, qualitative analysis method and case analysis method to expound on the overview of the semiconductor industry and the development process of China’s semiconductor industry under the global semiconductor industry, analyze the development, current situation and future of Sino-US scientific and technological relations, and on this basis, construct a diamond model from the aspects of production factors, demand conditions, related and supporting industries, corporate strategy, structure and competition in the same industry, analyze the development of China’s semiconductor industry based on the revised diamond model, and find some problems from it.The integration of resources for the development of semiconductor investment needs to be strengthened, the investment needs should be more clear, the related and supporting industries are not yet complete, and the core competitiveness of enterprises needs to be improved. It discussed the investment and development opportunities of China’s semiconductor industry under the Sino-US science and technology relationship, mainly the policies introduced by the state to vigorously support the investment and development of the semiconductor industry, the opportunities for domestic substitution, the return of semiconductor talents, the market opportunities of low-price competition and the opportunities for industrial infrastructure.Put forward the investment and development strategy of China’s semiconductor industry under sino-US science and technology relations, mainly to strengthen the integration of resources for semiconductor investment and development, including the cultivation of semiconductor professional talents, increase financial support and semiconductor intellectual property protection;Clarify the needs of semiconductor investment and development, mainly chip design, wafer manufacturing, equipment materials and packaging and testing;Accelerate the process of semiconductor-related and industrial completion;Continuously improving the core competitiveness of Chinese semiconductor enterprises needs to be improved, mainly to clarify the investment development strategy, strengthen the internal governance of the enterprise, and create a brand image of "Made in China".In view of the problem,on the basis of drawing on the theory of existing research results,we put forward countermeasures and suggestions for solving them.Through the analysis of the investment and development opportunities of China’s semiconductor industry under the Sino-US science and technology relationship,it can help Chinese semiconductor companies better cope with the impact of the United States on the development of China’s semiconductor industry, seize semiconductor investment opportunities, actively participate in the development of the semiconductor industry, and achieve the development goals of the semiconductor industry in the difficult situation. |
