Abstract/Summary:
Based on the current trend of rapid development of cloud computing technology and business models worldwide,the country has put forward"New Infrastructure","Digital Transformation"," Enterprises Using Data to Empower Intelligence on the Cloud "," Channelling Computing Resources from the East to the West " and other major national strategies related to cloud computing,"As a result,large-scale cloud resource pool construction projects have gradually become rising stars in the area of IT engineering.The feasibility study of an engineering project is a key part of the project initiation process,and it is an important basis for the correct decision-making of the project,playing a key role in the success of the project.Although feasibility study theory has been studied for a long time at home and abroad,and it has been applied in many professional fields.Cloud computing is a relatively new technology,and cloud resource pool engineering projects have their own unique characteristics and professionalism.There is currently less research in the literature on the use of feasibility study theory for this type of project,and the use of generic feasibility study theory by enterprises is not fully applicable to this type of project.Therefore,it is necessary to build a theoretical framework for the feasibility study of cloud resource pooling projects in the current context,taking into account the characteristics of such projects.In order to comprehensively and objectively sort out the feasibility study framework for cloud resource pooling projects,this paper conducted a literature search and collated the general contents of the feasibility study.At the same time,for the sake of better fitting the characteristics of cloud resource pooling projects,such as large investment in equipment,wide coverage of locations and complex technical solutions,some experts in the industry were invited to conduct interviews and sort out the contents that should be paid attention to during the feasibility study of such projects.Combining these two aspects,a feasibility study framework for this type of project was initially summarised,containing a total of 40 content items.In order to eliminate some content items that are not applicable to this type of project,a questionnaire was designed using a Likert scale,and experts from companies of different nature and functions in the industry were invited to carry out research.The results of the research were analysed using mathematical and statistical methods,resulting in the screening out of seven content items.Through research and analysis,this paper constructs a relatively scientific and comprehensive feasibility study framework for cloud resource pooling projects,which contains a total of 33 content items and provides a reference for standardized models for subsequent feasibility studies of similar projects.Some of the content items in the feasibility study framework require specific technical methods for research,such as market forecasting,technical solution evaluation,investment estimation,economic evaluation,schedule planning,risk analysis,etc.There are some corresponding methods,and this paper collates and introduces the relevant methods by reviewing relevant literature.Theory should be linked to practice.Based on the theoretical research framework and methodology of the output feasibility study,this paper selects a real project for empirical analysis,which provides a practical reference for the feasibility study framework of the cloud resource pool project and concludes that the project is technically and economically feasible.
