In recent years, the number of Chinese enterprises has grown rapidly.By the end of 2017,there have been 98.148 million real market players nationwide.Among all types of enterprises in China, the proportion of enterprises using computers is 99.90%.After years of development,Chinese enterprises have basically realized the universal use of computers. At the same time, the Chinese Internet market has experienced a period of rapid growth. The software projects oriented to enterprise service have gradually highlighted the commercial value and market potential. The rapid growth of the number of enterprises and the continuous expansion of the company's scale have also driven the continuous rise of demand for enterprise-level related services..Internet software companies oriented enterprise services generally adopt the project system for organization and management. One of the major challenges in project management is the decision-making of project plans, especially for Internet companies that provide software and services to enterprises. How to select the optimal solution among various characteristic alternative projects and reach the project goal is the key to the success of enterprise-level software projects. This study focuses on the enterpriselevel software projects for enterprise services, introduces software project management theory, software project decision theory and common software project decision methods, and the characteristics of enterprise-level software projects.Based on the characteristics of enterprise-level software projects, this paper classifies multiple decision-making index elements involved in project decision-making and identify six key index element groups. These key index element groups include: corporate customer needs, corporate strategic goals, resource consumption scheduling,input-output analysis, risk factors identification. On the basis of fully considering the correlation between each index element group and the index elements, the network analysis method was used to determine the comprehensive weight of each index element, which made up for the shortcomings of the traditional AHP method. After determining the decision index system and the weight of each index element, this paper combines grey relational analysis and TOPSIS method to build a TOPSIS enterprise-level software project decision model based on gray correlation and Euclidean distance,to make more scientific and reasonable decision making for the enterprise-level software project. At the end,the paper uses the network analysis method and the grey relational TOPSIS decision model to evaluate and optimize the four enterprise-level financial software faced by Rui Min Technology Co.,Ltd.,and obtains the final priority ranking and optimization results, and the final calculation results. The final calculation results are basically consistent with the actual conditions and implementation results of the company. The scientific rationality of the model is made.
