| In the digital age,data is an important means of production in the digital economy.In 2021,open public data was included in China’s 14th Five Year Plan and 2035 Vision and Objectives Outline,becoming one of the strategic planning elements of national importance.As a carrier and transmission medium for public databases,open public data platforms emphasize the development and use of public data,accelerate the mining of public data value,and promote the development of various industries.This is the fundamental guarantee for achieving the openness,transmission,and use of public data.It is very important to promote the openness of public data and maintain a balance in the open environment of public data.This paper first analyzes the concept and connotation of public data openness,explores the flow of public data in the platform from the perspective of information ecology theory,investigates the current situation of public data open platforms in China from the dimensions of public data readiness,data layer,platform layer and utilization layer corresponding to information producers,transmitters,consumers and information environment in the information ecology,and draws on the case studies of four foreign public data open platforms in the United States,Korea,Britain and France.We also analyze the cases of four foreign public data open platforms in the United States,Korea,Britain and France.The reasons for the imbalance of information ecology in China’s public data open platform are explored,and theoretical suggestions are made for the construction of a unified public data open platform in China from three levels,such as the establishment of a data cooperation mechanism between government and enterprises and government and citizens,and the integration of a collaborative mechanism of public data utilization subjects,in order to contribute to the construction of a unified public data open platform in the future. |
