Research On High-quality Services Of New Think Tanks Of Local Science And Technology Intelligence Institution

Currently,under the policy guidance of advocating the construction of a new type of think tank with Chinese characteristics,local science and technology intelligence agencies are developing new type of think tank quality services.This study takes this as the background,adheres to the overall national security concept as the premise,clarifies the user needs and development status for the development of new type of think tank service by local science and technology intelligence agencies,explores the problems and causes in the development,establishes the new type of think tank service quality improvement mechanism and proposes countermeasures,and tries to contribute to national security,government decision-making,and enterprise economic development with its own science and technology intelligence power.This study firstly understands the needs of users for new type of think tank services of local science and technology intelligence agencies and the current situation of service development through research,and obtains four needs of users to assist local science and technology decision-making,regional innovation,science and technology policy formulation and interpretation and science and technology forecasting,as well as the current situation of not being able to provide services that fully satisfy users;finds out the dilemmas,problems and causes in the development of new type of think tank services of local science and technology intelligence agencies.Secondly,we combine the human-centered principle and TQM theory to build a mechanism to improve the quality of new think tank services of local science and technology intelligence institutions;finally,we synthesize the full text and propose three countermeasures to improve the quality of new think tank services of local science and technology intelligence institutions,including people-oriented,cultivating new think tank service talents of local science and technology intelligence institutions;demand-based,making the service of meeting users’ science and technology needs the primary task;communication as the To build a new think tank service platform with communication as the bridge.We hope to provide some ideas and help for the construction of new type of think tank service for local science and technology intelligence institutions.
