After a 9.11 era,as an important part of national soft power,the ability about information transmission has been promoted to the height of national strategy,national communication strategy arises at the historic moment.China and the United States are both the world's most influential powers;their national strategies affect not only the bilateral political and security interests,but also world politics.Thus more and more researchers focus on the development course and operation direction about national communication strategies in China and the United States.In this article,we put national communication strategy in the research system of the national strategy,and combine with classical communication theories,in order to construct analysis framework of national communication strategy.then this framework is seen as a logical starting point of this paper and used as the tool to compare two countries' national communication strategies.Also the two countries' implementation effects are evaluated to realize the remaining challenges,finally this paper gives some suggestion to plan and improve China's communication strategy.Specifically,the main content of this paper can be divided into three parts.The first part includes two parts,which are defining the concept of “national communication strategy” and build the analysis framework.Firstly,after we combine with the existing research,compare the similar concepts,investigate historical transformation about “strategic thinking” and make an in-depth understanding about “national strategy,“national communication strategy” is clearly defined.Secondly,on the basis of clarifying the concept,we use the analysis framework of national strategy and communication theories to choose the suitable framework to compare the two countries ‘national strategies,which is the main innovation point in this paper.In the second part,with the support from the analysis framework of national communication strategy,we discuss commons and differences,advantages and disadvantages from four aspects,including strategic targets,strategic environment,strategic measures and strategic evaluation.First,we use the SWOT matrix analysis to study strategic environment,and based on the law of communication system the elements and characteristics about strategic environment are put forward.Second,we make a comparison between strategic targets.Conceptual national interests and national communication strategic environment profoundly influence national strategic target.In this logic,we clarify and compare national strategic goals between the two countries through the text analysis of the related policy documents and reports in China and the United States.Third,strategic means are compared.We analyzes specific paths of national communication strategies in China and the United States from communicators,Channels,content and audiences,then we find commonness and individualities about two countries' strategic means.Fourthly,strategic effects are evaluated.On the basis of audience research tradition,we investigate effects about the two countries' communication strategies in the aspect of cognition and attitude;And according to the strategic assessment results,the advantages and disadvantages about national communication strategies in China and the United States are discussed.The third part is about enlightenment and the suggestion.After the comparison between the two countries' communication strategies mentioned above,we learn the lessons and experiences from national communication strategies in the United States,then put forward how to improve China's communication strategy.The conclusion of this paper goes as follows: First of all,the formulation and implementation of national communication strategy compliant with the inherent law of national strategy,namely,the strategic environment affect strategic targets;strategic means are guided by strategic goals.Secondly,strategic assessment results reveal that the relationship between communicators and audiences are ignored in the process of constructing national communication strategies,that is to say,we should express how to win-win from the perspective of "I and you".Lastly,the article suggest three ways to perfect China's communication strategy,which are optimizing strategic environment,promoting the ability of strategic implementation and rationalizing layout of national communication strategy.
