| Collaborative governance studies the topic of multi central subjects participating in the governance process,and emphasizes solving the problem of governance fragmentation through the collaborative cooperation and resource sharing of multiple subjects.As an important strategy of deepening media reform,media integration also shows the logic of collaborative governance in the process of formulation and implementation.First of all,the development environment of media integration needs the continuous optimization of the organizational leadership and policy support of the Party committee and the government.The function of media integration needs the continuous expansion of resource sharing of relevant departments.The effectiveness of media integration needs the joint efforts of business platforms,media practitioners and the public.At the same time,media integration itself is also a process of integration and cooperation of media resources and media elements.In recent years,under the macro guidance of national policies,the integration and development of local mainstream media has achieved certain results,but there are still many difficulties in the coordination and cooperation between governance subjects.From the perspective of collaborative governance,this paper investigates and studies the work of media integration,explores the process and ways of multi center governance subjects participating in media integration,and tries to solve the transformation dilemma of local media from a new perspective.Using the case study method and taking the media transformation of Dezhou City and county as an example,this paper analyzes the current situation and process of the integration of mainstream media in Dezhou City and county,the policy measures and experience results of media integration in Dezhou City and county,and uses the interview method to conduct in-depth exchanges with the media integration policy makers and relevant principals of the city and county financial media center,so as to understand the policy process and problems of media integration in detail,In the process of investigation,we know that the shortage of talents is a common problem faced by the city and county media.Therefore,this paper uses the method of questionnaire to investigate the talent team of news units at all levels,so as to deeply understand the difficulties faced by the talent team in the process of the transformation of city and county media.During the investigation,we also found that although the collaborative cooperation of multiple subjects has achieved certain results in promoting media integration,such as the continuous expansion of the mainstream public opinion position,the improvement of news publicity effect,the improvement of content production capacity,the increasingly prominent effectiveness of social governance and the continuous release of the vitality of media development,due to the lack of unified deployment between levels,the weak willingness of coordination between departments,and the interest disputes between the media Due to imperfect relevant mechanisms and low synergy of policy resources,the current media transformation in cities and counties still faces many problems.The lack of coordination among various governance subjects restricts the overall process of current media integration.Therefore,according to the relevant contents of collaborative governance theory and the application in other public governance issues,this paper puts forward the strategies to promote the deep integration of media from four aspects:the goal of media integration collaborative governance,the content of multi-agent collaborative governance,the mechanism of media integration collaborative governance and the guarantee of media integration collaborative governance,hoping to provide some reference and reference for the development of local media integration in the future.There are two main innovations in this paper.The first is the change of research perspective.The research on media integration has shifted from the previous perspective of Journalism and communication to the perspective of collaborative governance,and from paying more attention to the integration between media to the collaborative cooperation among multiple subjects;Second,for the expansion and application of collaborative governance theory,previous scholars mostly focused on the collaborative cooperation among multiple subjects in collaborative governance.Although this is also the focus of this paper,through practical investigation,it is found that in the process of collaborative governance of media integration,the effective cooperation between subjects includes not only the coordination of consciousness and resources,but also the coordination of policy,technology and mechanism.Therefore,on the basis of standardizing the content of multi-agent collaborative governance,this paper explores and establishes the operation mechanism of media integration collaborative governance and improves the guarantee conditions of media integration collaborative governance,so as to promote the effective cooperation among plural subject. |
