The pace of development of media convergence is almost accompanied by the transition from the concept of "management" to the concept of "governance".Governance means that the pattern of governance responsibility by a single government subject is broken,and the pattern of joint participation of other social subjects is gradually constructed and plays an important role in it.The media is also regarded as one of the multiple subjects of governance.This study based on the theoretical perspective of collaborative governance,taking Nanfang Metropolis Daily as a case.It aims to explore how think tank media can link with governance and participate in urban governance.The motivation for think tank media to participate in urban governance stems from the triple incentives of market,administration and morality.From the perspective of market incentives,traditional media are forced to transform under the impact of the Internet.From the perspective of administrative incentives,governance innovation promotes the media’s role as the main body of governance,and explores "news + government,service and business".From the perspective of moral incentives,the media continues its long-standing social functions and responsibilities.According to the two key dimensions of "multiple participation" and "interdependence" in collaborative governance,the main ways for think tank media to participate in urban governance include: "low participation-low dependence" to reveal urban governance issues through investigative reports,the "high participation-low dependence" type promotes construction and reform with data and case-based evaluation lists,the "low participation-high dependence" type uses think tank reports to provide reference for urban governance decision-making,and the "high participation-high dependence" type builds a co-governance platform to cohere urban governance.The risk dilemma of think tank-type media participating in urban governance in terms of participation imbalance,publicity loss and attention competition,etc.It needs to regulate participation behavior by building a guarantee mechanism for collaborative governance,and cultivate the consensus trust of multiple subjects to maintain the publicity and focus on the core goal of urban governance. |
