The main goals of public welfare state-owned enterprises are to serve society,ensure people’s livelihoods,and provide basic public goods and services.Their development can effectively promote the sustained and stable development of society.In the context of the increasing transformation of government functions from management to governance,it is crucial for the government to guide public welfare state-owned enterprises to actively participate in public management,and to promote public welfare state-owned enterprises to fulfill their social responsibilities through government supervision and guidance.In this context,this article mainly starts from the perspective of public value theory and selects Chengdu M Group,a public welfare state-owned enterprise,to conduct research on its social responsibility performance.This article is divided into seven parts,using methods such as normative analysis,case analysis,questionnaire survey,and interview.Firstly,the background and research significance of social responsibility of public welfare state-owned enterprises were introduced,and research on corporate social responsibility and government regulation at home and abroad was summarized.The research methods,content,and ideas of this article were determined.Secondly,relevant concepts,public value theory,stakeholder theory,and the "four in one" theory of corporate social responsibility were elaborated,laying the foundation for the research.Then,it introduced Chengdu M Group and its social responsibility performance under government supervision,summarized and summarized its main measures for fulfilling social responsibility and the social effects arising from it.Through questionnaire and interview research,the current situation of government regulation in the fulfillment of social responsibility by Chengdu M Group was summarized.The problems in government regulation during the fulfillment of social responsibility by Chengdu M Group were analyzed and summarized,and the corresponding reasons were explored.Based on the previous analysis,countermeasures have been proposed to improve the government’s supervision of Chengdu M Group in fulfilling its social responsibility.Finally,a summary of the research was provided.This study found that when Chengdu M Group fulfills its corporate social responsibility,the government’s supervision has problems such as weak awareness of fulfilling social responsibility,low level of enterprise information disclosure,mismatched cost and benefit of fulfilling responsibility,and failure to exert social forces for joint supervision.After in-depth analysis,the reasons are that the system for supervising enterprises to fulfill their social responsibilities is not sound,the regulations regulating enterprises to fulfill their social responsibilities are not perfect,the ways to encourage enterprises to fulfill their social responsibilities are not diverse,and the publicity to guide social supervision of enterprises to fulfill their responsibilities is not in place.Based on the analysis,it is proposed from the government level to improve the management system,transform government functions,improve regulatory systems,innovate regulatory mechanisms,appropriately increase government financial and tax support preferences,and strengthen publicity and guidance on social responsibility supervision;From the perspective of the enterprise,it is proposed to enhance the awareness of fulfilling social responsibility,actively encourage employees to participate in fulfilling their responsibilities,improve the internal supervision mechanism of the enterprise,and effectively utilize performance evaluation guidance;Suggest encouraging social forces to participate and strengthening public opinion supervision from a social perspective.This study hopes that through the joint efforts of the government,enterprises,and society,it can not only improve government supervision and promote Chengdu’s public welfare state-owned enterprises to fulfill their social responsibilities,but also provide a certain reference basis for other similar studies. |
