Labor relation is developing to an atypical way with the development of economicglobalization. The services of labor dispatch and Outsourcing of recruitment have comeout and kept growing rapidly during this period. But there are still some improvementson the regulation for them. It is important for workers on receiving the same pay for thesame work&working decently. It is not only the basic requirement for the legitimaterights&interests of citizens safeguard, social justice promotion, but also the necessarypart of harmonious socialist society in China. In recent years, the central enterprisesbecome the largest customer outsourcing dispatch and labor market, the proportion ofits non-directly employs more than half the average, and some even up to80%of jobsAs quality enterprise groups in Chinese Socialist Market Economy, the centralgovernment owned enterprises are playing an important role on national strategyimplementation; Reform, development&stability control and the strength mainstay ofnational economy. They should be the pilot among the Enterprises. But their irregularemployment behavior has broken these up. It damages the dispatched workers’ lawfulright and interests; hinders the harmonious and stable labor relations toward thedirection of orderly development; undermines its image in people’s minds. They havenot done as a pilot yet.This is the research on the central-government-owned enterprise employmentbehavior in this paper. It looks into this current situation, points out the legal risk on thisemployment behavior, and then analyzes its impacts on the economy and society. Alegal measures on central-government-owned enterprises employment behaviorregulations will be provided at the last part. It is trying to balance the economy and legalin those enterprises; Find out a proper employment way which not only keeps the itsprofile, but also protects the benefits of workers. This proper way will not only help to promote&protect the worker in the enterprises, but also play a significative role onbuilding up the harmonious labor relation, legal&harmonious society.
