Research Report On Employment Security For Landless Farmers In Pulandian Distric

In the process of China’s continuous urbanization,collective land was expropriated on a large scale,and farmers lost their land and become unemployed farmers.With the rapid economic development,Pulandian District has entered a new era of urbanization development,and the level of economic and social development has been steadily improved.However,in the process of promoting new urbanization,due to the rapid expansion in the early stage of urbanization development,a large number of land-lost farmers appear,and the employment problem of land-lost farmers is becoming more and more prominent,which directly affects the local social stability and people’s livelihood construction.Although the government has increased investment in people’s livelihood and achieved some results in social security and targeted poverty alleviation,the employment of some land-lost farmers still cannot be effectively guaranteed,which has a negative impact on the local economic and social development.This paper focuses on the problem of employment security of land-lost farmers formed in the development process of new urbanization in Pulandian District,which has certain theoretical and practical significance.Guided by the dual economic theory,human capital theory and social security theory,this paper analyzes the employment status of land-lost farmers in Pulandian District from the aspects of employment distribution,employment rate of land-lost farmers,employment stability,employment satisfaction and relevant support policies.Take questionnaire survey and interview method,in view of land-lost farmers employment security present situation research found that the government through employment policy implementation,strengthen employment policy propaganda,held various forms of employment activities and training,strengthen employment policy target assessment and responsibility,free employment training and diversified characteristic industry development,make land-lost farmers employment security obtained certain results,but there is still employment policy propaganda does not reach the designated position,employment education training does not reach the designated position,employment channels and employment information service does not reach the designated position.This is mainly due to the lack of the concept of the responsible government,the lack of the leading role of the government,the lack of employment security related systems and the lack of supervision and guarantee for the employment of land-lost farmers.For field farmers employment security problems,from the responsibility of the government concept,government functions to promote employment,strengthen the construction of landless farmers employment system,play to the role of the market to promote employment and strengthen landless farmers reemployment supervision of service operation is put forward perfect Pu Lan Dian area farmers employment countermeasures.
