| Education equity is an important part of social equity and affects the overall strategy of China’s education development and personnel management.China’s compulsory education is the foundation of education,and education equity in compulsory education has always been a hot issue concerned by all sectors of society in China.Among them,the balance of teachers’ allocation is the key and difficult problem affecting education equity,and it is also the focus of our government to seek solutions.With the development of society,the old teachers’ personnel management system has gradually revealed its disadvantages.In August 2014,the Ministry of Education,the Ministry of Human Resources,Ministry of Finance and Social Security jointly delivered Opinions about Promoting the exchange of Teachers and Principals within the Domain of County(District)in Compulsory Education School,for the first time making it clear to strengthen the overall management of compulsory education teachers within the domain of county(district)and promote the reform of “County Management and School Recruitment” in teacher management.And then,two batches of pilot reform areas were announced in 2015 and2017 respectively,and finally the policy was implemented nationwide in 2020.Located in the eastern part of Guangdong Province,P County,a county with relatively backward economic development,released the policy work plan of “County Management and School Recruitment” Policy in December 2018,joining the army of institutional reform.This paper first uses the literature research method to integrate the relevant literature,expounds the connotation of compulsory education,“County Management and School Recruitment” Policy,education equity and other concepts.Then,questionnaire survey was used to extensively investigate the teachers in compulsory education stage of P County,and in-depth interviews were conducted with the personnel in charge of education administrative department,school leaders and teachers of P County by interview method.It was concluded that P County tried out the policy of “County Management and School Recruitment” Policy and achieved the following results: It has changed the mode of teacher allocation,invigorated the teacher force,promoted the balanced development of compulsory education teachers,and activated the vitality of teachers.Then the paper sums up the problems existing problems of the implementation of “County Management and School Recruitment” Policy in P County.And then using Smith Policy Execution Model,from the four dimensions of the policy text,actuators,policy target groups and policy execution environment to analyze the respective causes of the problems: First,the plan of policy implementation is general and hasn’t formed a complete set of mechanism;Second,there are multiple implementation bodies but the linkage mechanism has not yet been formed,and policy implementation is selective.Third,the policy target group departmentalism is serious,and teachers’ sense of identity and recognition is low.Fourth,inadequate policy publicity leads to a general reform atmosphere in the policy implementation environment.Moreover,insufficient government investment makes it difficult to protect teachers’ rights and interests.Finally,the author summarizes the advanced experience of the above research,with the comparison of other cities and counties,and proposes targeted and operational countermeasures and measures for P county to further implement “County Management and School Recruitment” Policy.One is to improve and optimize the policy text,complete supporting mechanism;Second,to enhance the ability of policy implementation personnel,adhere to departmental linkage,strengthen policy implementation;Third,the public should establish a sense of the overall situation,attach importance to the demands of teachers,highlight the humanistic care;Fourthly,we should strengthen the propaganda of the policy and increase the investment of the policy funds of “County Management and School Recruitment” Policy.Under the background of promoting the balanced development of educational resources between urban and rural areas and between regions,it is of great strategic and practical significance to study the theory and practice of the policy.It is still a short time for the implementation of the policy of “County Management and School Recruitment”,and many scholars need to continue to study and sum up the problems,so that the policy can be perfected and truly promote the balanced development of education in China. |
