In order to achieve the balanced distribution of educational resources,the state has put forward the policy of "county management of school recruitment".Since 2014,the reform of "county management of school recruitment" has been carried out across the country.In order to ensure a gradual reform,the Ningxia Hui Autonomous Region Education Department has identified six counties(cities and districts)as pilot reforms to carry out teacher mobility.Since February 2021,teacher mobility has been carried out for two years in Yinchuan under the background of "recruitment of county management schools".In order to understand the initial effect of primary school teacher mobility,the author selects T primary School,a large school in X District of Yinchuan,as the object of this study.In this study,111 teachers from T Primary School obtained information from four aspects:policy publicity,procedural fairness,supporting measures and teachers’ attitude in the process of teacher mobility through questionnaire survey and interview.And under the guidance of Maslow’s hierarchy of needs theory,education balance theory,talent flow theory and organizational life cycle theory,the statistical tools are used to complete the analysis of data and information,and it is found that there are a series of problems in the process of "county management school recruitment" teacher flow.From the point of view of the county education administration department,there are problems such as propaganda work is not in place,supervision work is not in place and supporting measures are not perfect.From the school level,there are problems such as perfunctory publicity,non-standard procedures,unitary evaluation mechanism and imperfect supporting measures.However,at the level of teachers,there are also some problems,such as difficult to safeguard the rights and interests of teachers,weak willingness to flow,poor feeling of flow,etc.In order to better solve these problems,the author makes an in-depth analysis of the causes of the problems and finds that there are many reasons for the problems in the implementation of teacher mobility.From the level of "county management",there are several reasons,such as generalized scheme setting,unclear division of power and responsibility,lack of safeguard measures,and regular flow hindering longterm training of teachers.From the perspective of "school recruitment",there are several reasons,such as the contradiction between teachers’ mobility intention and school needs,the difficulty of balanced resource allocation,the passivity of "school recruitment" work,the low participation of teachers in plan formulation,and the lack of humanistic care for teachers.From the perspective of "teachers",there are mainly teachers’ inadequate understanding of the policy;The individual difference of teachers is large,the demand is diversified;Teachers are under great pressure and lack of enthusiasm for mobility.Combined with the literature review and the educational reality of District X,the author continued to explore the implementation strategies of teacher mobility under the background of "county management","school recruitment" and teachers’ concepts.First of all,the county education administrative department can improve the "county management" system by strengthening the policy publicity,formulating scientific teacher mobility work program,improving relevant supporting measures,strengthening teacher training,improving teacher assistance system and other aspects.Secondly,schools can make scientific plans,improve supporting measures,pay attention to the needs of teachers and other aspects to improve the "school recruitment" way.Finally,teachers should have a correct understanding of the policy,dispel their mobility concerns,rationally express their demands,actively offer suggestions,and improve their personal abilities through active learning.The process and conclusion of this study hope to provide reference materials for the implementation of teacher mobility under the background of "county management and school recruitment" in Yinchuan City,so as to promote the more effective implementation of "county management and school recruitment"in Yinchuan City and even Ningxia Hui Autonomous Region,and contribute to promoting educational equity and balanced allocation of educational resources.
