Promoting the balanced development of my country's compulsory education is directly related to the modernization of education,concerned about the vital interests of the people,and even more related to the future development of the country and the nation.In recent years,the Party Central Committee and the State Council have continued to increase investment in rural education.Through "compensating for shortcomings,strengths and weaknesses," the hardware conditions and levels of running compulsory education schools across the country have been greatly improved.However,the healthy development of compulsory education in the new era should never stop at the completion of hardware school facilities,but should gradually promote the qualitative improvement of compulsory education.Affected by the continuous acceleration of my country's urban-rural dual structure and the process of urbanization,the current teacher level gap between urban and rural compulsory education schools is gradually expanding,which seriously restricts the balanced development of my country's compulsory education.In order to solve the problem of "school choice fever" which is closely concerned by the public,it is extremely urgent to effectively improve the development level of compulsory education in weak areas and accelerate the balanced and scientific allocation of compulsory education teacher resources.Under this background,China's "county management and school recruitment" management system came into being,aiming to promote the scientific and orderly flow of compulsory education teacher resources in a certain region,alleviate teachers' sense of burnout,and promote the balanced allocation of compulsory education teacher resources.This article first elaborates and analyzes the relevant public management concepts and theories that promote the balance of teachers,and briefly introduces the background and current situation of my country's “county management and school recruitment “management reform.Secondly,taking F County in Anhui Province as an example,by studying the status quo of its implementation of "county management and school recruitment ",combined with questionnaire surveys and on-site interviews,the outstanding problems in the reform were found and the cause analysis was carried out.Finally,combined with the characteristics of the primary and secondary schools in County F and their own reality,it is proposed to strengthen policy publicity and guidance,improve the communication and coordination mechanism,establish and improve the supervision and evaluation mechanism,and accelerate the construction of comprehensive supporting facilities and other external governance methods,for County F and other similar counties The implementation of " county management and school recruitment " management reform provides practical suggestions.
