The balance and equity of education are the main melody of the reform and development of compulsory education at present.However,in the aspect of promoting educational equity and ensuring the balanced development of education,it has gradually formed a consensus to adopt the important measure of teacher mobility policy in the field of education.Through the analysis of the relevant policies of the Decision of the CPC Central Committee on Several Important Issues in Deepening Reform in an All-round Way and Outline of the National Medium-and Long-Term Education Reform and Development Plan(2010-2020),it can be seen that the Ministry of Education has put forward a clear mobility policy of teacher to promote the balanced allocation of compulsory education resources.The balanced development of teacher resources determines the balanced development of education.Therefore,it is an important measure to solve the unbalanced development of basic education to optimize the allocation of teachers' resources and promote the reasonable flow of teachers in line with the level of educational development.Since the beginning of the establishment of the first 19 compulsory education teachers' "County Management and School Recruitment" management reform demonstration areas in 2015,China has already completed the construction of the basic system of teacher mobility.At the same time,we have accumulated rich theoretical and practical experience in the formulation and implementation of teacher mobility policies in different regions,which has achieved initial success in some demonstration areas and pilot areas.And C District,F City,G Province became one of the first reform demonstration areas in 2015,which also introduced the first exchange policy in 2015,and carried out a large-scale mobility of principals and teachers.This paper is based on the practice and related research of regular rotation and exchange for the post of teachers in the current compulsory education stage,and draws lessons from the research results and practicalexperiences of foreign countries such as Japan,the United States,South Korea,France,etc.,it also makes the theory of educational fairness,the theory of balanced development of compulsory education,the theory of teachers' professional development as the basis for research.And a systematic study on the implementation of regular rotation and exchange for the post of teachers has been carried out in this paper.This paper adopts the comparative research method,which starts with the tracing of the teacher mobility policy of our country to carry on the horizontal contrast analysis to the domestic teacher mobility and the foreign TTI program,then,it makes a more in-depth text analysis on national policy of county management and school recruitment from the vertical analysis dimension of province,city and district.This article also uses the empirical research method,selects the C District,F City,G Province as the research sample,first carries on the horizontal contrast to the county management school recruitment policy for three years,it also makes comparative analysis of policy dynamics through different aspects;in which the actual outflow and inflow of teachers in one of the schools in the demonstration area for three years are also selected as practical cases.In addition,this paper uses the methods of questionnaire survey,interview and case to investigate 172 teachers at compulsory school,101 parents and 1037 students in the demonstration area;and the interviews were conducted among the leaders of the C District Education Bureau,school principals,school teachers,parents and students,the purpose of this paper is to analyze the current situation of teachers' mobility in compulsory education,the motivation and the attitude of teachers' mobility,and the teachers' views on the policies issued by the government and the educational administration department.Through the analysis of the survey data,this paper analyzes the current situation of teachers' mobility,the attitude of parents to this policy and its direct influence on students' learning.By the analysis of the policy,the survey data and the actual mobility cases,the problems of teachers' mobility can be found,and then this paper can analyze the causes of theproblems,and finally point out the teachers' mobility problems and put forward some suggestions for it in the C District,F City so as to promote the rational mobility of teachers and reduce the adverse effects.It is possible and hopeful to provide scientific basis for the exchange of teachers in primary and secondary schools in C District in the future,so as to promote the orderly and reasonable mobility of teachers.Meanwhile,the professional development of the floating teachers in the district can be promoted to a higher level,and the balanced development of education and the educational equity among these schools in the district can be implemented.This paper is divided into four chapters.The first chapter mainly introduces the research purpose,significance,main content and research methods for the study of the teacher mobility under the "County Management and School Recruitment".Meanwhile,it summarizes the relevant research results at home and abroad,defines the concepts related to this paper,and expounds the relevant theoretical basis of teacher mobility,as well as the innovation existing in this paper.The second chapter is the text interpretation of the "County Management and School Recruitment" Policy,it makes a stereoscopic analysis of the three-year exchange policy and practical mobility in schools of Chinese and foreign provinces,cities,districts(counties)and demonstration districts.The third chapter analyzes the teachers' mobility in the compulsory education stage in this area with the aid of questionnaire,interview and investigation method as well as choosing C District,F City,G Province as the specific research area,and it also analyzes the practical problems of teachers' mobility through the survey data.In the fourth chapter,it finds out the problems of the teachers' mobility through the data,and provides the countermeasures and suggestions to solve the problems.
