The teacher exchange and rotation under the "county management and school recruitment" is an important measure to address the relative shortage and uneven allocation of quality teacher resources in the region,and helps to promote the quality and balanced development of compulsory education.In recent years,various parts of the country have responded positively to the national policy and vigorously promoted pilot reforms to balance teacher deployment through exchange and rotation,alleviating the contradiction of uneven teacher deployment between urban and rural areas,however,there are still many problems such as imperfect communication system,lack of communication standards,small scale of communication,and low degree of goal achievement.The study of the problems and countermeasures of teacher exchange and rotation under the "county management and school recruitment" system is of great practical significance.This study uses literature,questionnaires and interviews to examine the current situation of teacher exchange and rotation under "county management and school recruitment" in Guangxi X district,the effectiveness achieved and the problems that exist in practice,and to propose countermeasures to promote teacher exchange and rotation under "county management and school recruitment" on the basis of analyzing the causes of the problems.At present,X district through the development of teacher exchange rotation under the "county management and school recruitment",stimulate the enthusiasm and work of teachers;promote the orderly flow of teachers,promote the balanced allocation of teachers between schools.However,there are still some shortcomings in the process of teacher exchange and rotation in District X.The main ones are the lack of internal motivation for teachers to participate in exchange and rotation,the lack of standardisation in the way schools select teachers for exchange and rotation,the lack of supervision and arbitration of disputes,and the slow follow-up of the supporting mechanisms under the responsibility of the administration.The main reasons for these problems are that teachers have not formed a correct perception of exchange and rotation of teachers under the "county management and school recruitment" system;the implementation of the policy in schools has deviated from its original intent and needs to be further improved;and there are not enough guarantees for the promotion of the policy.Therefore,in response to the problems of teacher exchange and rotation under the "county management and school recruitment" system in District X,this study proposes countermeasures to promote exchange and rotation of teachers under the "county management and school recruitment" from three aspects: firstly,teachers should change their mindset,dispel their worries and increase their willingness to participate;secondly,schools should strengthen their supervision,refine their criteria and promote the diversity of selection within schools;thirdly,the administrative departments should co-ordinate and strengthen their protection and improve the construction of relevant supporting mechanisms.
