| From September 2004,the supervision,the principles position and rank system reform policy of primary and secondary schools in Wei Fang citywide was officially launched.From the actual situation of the policy implementation,great achievements have been made in specialization level of headmasters,but in some specific aspects,it is still difficult to upgrade the standard of educationalists managing,so is Changle County.Although great efforts have been made in the principal open selection,continuing appointment and principle options,there are still shortcomings in the salary implementation,term of office exchange and other aspects in the face of overlapping difficulties.In the analysis of the article,the Smith policy implementation process model is used,and the "four factors" in the model are used as the main research framework of the article.Among them,the "four factors" specifically involve four different aspects:implementing agencies,policy environment,idealized policies,and target groups.And based on this premise,it summarizes the development of the president’s rank system policy,and refers to the latest theoretical research by experts and scholars,used the information obtained from relevant literature,government portals,combined with Chang Le current situation,according to the deepen and improve the principles position and rank system reform requirements,on top of goals cannot meet the actual needs,weakness of communication and coordination of departments,the participation enthusiasm lackness of target group as well as the restriction of the policy environment facto.It is proposed to innovate ideas and strive for effectiveness from four aspects: improving the policy design,adding further detailed policy content,enhancing the executive ability of the executive organ of the principal rank system in primary and secondary schools,increasing the enthusiasm of the target group to participate,improving the policy environment.This paper is going to understand the actual difficulties and practical experience formed in the current problems of principles position and rank system reform in the county region by using of the data comparison method.Based on the development of principals in the county region,work ideas and methods for reference are explored for the reform in the county region. |
