In 2014,the Opinions on Comprehensively Deepening Curriculum Reform and Implementing the Basic Task of Cultivating Moral Education were issued as of great significance.Since then,the core literacy began to have entered the public view.At the end of 2016,the core literacy appeared in the course.In primary and secondary schools,China opened the era of core literacy.In 2018,the Ideological and Political Curriculum Standards for General High Schools(2017 Edition)was officially promulgated,which clarified the four core qualities of ideological and political subjects,among which public participation literacy can help young people enhance their public morality awareness and participation ability,and highlight the main status of the people,which is of great significance to young people.The core quality of the discipline embodies the educational policy and points out the direction for the teaching.In the long-term development and reform,China is based on the local reality,and has achieved some achievements in cultivating students’ public participation literacy in classroom teaching.It has relatively rich teaching concepts and a relatively perfect teaching system,but there are deficiencies in educational practice.High school is crucial for students,not only a turning point in school,but also a critical period for the cultivation of public participation literacy.Therefore,the paper is mainly based on the perspective of "Politics and the Rule of Law" in high school.Through investigation and research,it deeply explores the problems existing in the students’ public participation literacy cultivation and their reasons,and then puts forward the corresponding cultivation strategies to improve the effectiveness of the public participation literacy cultivation of high school students in the new era.The full text consists of four sections.The first part is a theoretical overview of the cultivation of public participation literacy in the course of "Politics and the Rule of Law".It is mainly divided into the following four points.The first is to define the concept of the public participation,the public participation,the public participation literacy and the public participation literacy cultivation of high school students.Second,it analyzes the characteristics of public participation.Third,it expounds the content of public participation literacy.Fourthly,it clarifies the significance of cultivating public participation literacy in the "Politics and Rule of Law" class in high school.The second part is the analysis of the current situation of public participation literacy cultivation in the "Politics and Rule of Law" class.The author mainly used the method of questionnaires and interviews to analyze the achievements of classroom teaching in cultivating the public participation quality of high school students,and then sort out the problems and deeply investigate the reasons behind the problems.The third part is the strategy of public participation literacy in "Politics and Rule of Law".Based on the problems and problems caused by the cultivation of public participation literacy,the cultivation strategy is put forward specifically.The author discusses from the three aspects of students ’strengthening self-education,teachers’ improving classroom education and school strengthening literacy education,which enriches the classroom teaching of "politics and rule of law" to a large extent,in order to help the all-round development of students.The fourth part is a case demonstration of the cultivation of public participation literacy in the "Politics and Rule of Law" class.Through the topic-based teaching design in the textbook of Politics and Rule of Law,and apply this design to education and teaching practice,aiming to enrich the teaching methods and improve the level of curriculum implementation.
