Since the reform and opening up,non-state-owned archives as an important part of national archives resources,the number and types of rapid increase.Based on this background,through literature analysis and field research,combing the current situation of the non-state files regulation in our country,analyzing a problem of non-state file regulation,discusses the causes of problems,and put forward a series of countermeasures from top to bottom to solve problems of non-state file regulation,strengthen the supervision of non-state archives,according to the regulation subject can depend on,The object of supervision acts according to regulations and accepts supervision guidance.Through literature analysis,questionnaire investigation method,interview method,observation method,on the one hand to hunan province within the scope of nine archives field investigation non-state archives collection information to feedback the non-state file family,family,individual owner,supervision,know about nine non-state owned fieldwork non-state owned regulated,Using the literature analysis method to analyze the supervision status of the subject and object of supervision;On the other hand,relevant laws and regulations are discussed and studied as the embodiment of regulatory behavior of the regulatory subject.It is found that the subject of supervision is lack of specific basis,the positioning of non-state-owned archives is not clear,the supervision of non-state-owned archives is not really included in the work of the archives management department,and the object of supervision is lack of archives awareness,the lack of archives keeping conditions and the lack of professional guidance.In view of the above literature reading and field research,the subject and object of non-state-owned archives supervision and the status of relevant laws and regulations.Proposed regulatory body side need to attach importance to the value and role of non-state archives,the supervision of non-state files on the work of the national archives department agenda,establishing and perfecting the laws and regulations system,strengthening the guidance of the non-state file holders with the service,provides guaranteed service,regulatory object party need to establish a non-state file holder industry organizations to achieve self management.
