Research Of Archives Management Pattern Of State-owned Enterprises When Property Right Changed

Recently, with the improvement of china's market economics, state-owned enterprises undertook a series of property rights reform. The enterprises re-allocated their property according to the different forms of property rights reform, the archives played a very important role in this process. On the one hand, the archives are the original evidences and the basis of the property rights reform, on the other hand, the archives are the important assets of the enterprises, and they recode the process of the enterprises development and technology materials and experience of management. So it is an important problem for managers and enterprises to strength the management of the archives to avoid the loss of the state-owned assets and service the society.Nowadays, the archives management of the state-owned enterprises which property rights changed has the following problems: first, we acknowledged the importance of the archives, but the management after collected is scattered; secondly, during the whole process of archives management, we mainly focus on the collection,reorganization and filing, but we research fewer the management after collected; thirdly we only focus on the save of the archives, but ignore the explore of the archives information. In order to solve these problems and avoid the loss of state-owned assets, the thesis aimed to build a management pattern to save the archives and explore the information to strength the management,avoid the loss of state-owned assets and service the society.The theory basis of the thesis is the fonds theory,archives value theory and record life circle theory, and it research deeply that the center should manage as a whole based on the fonds theory when we file and keep the archives , and it also research the definition of the fonds and category. According to archives value theory, it illustrates the value of save,the form of the value and their importance to enterprises,society and nation. According to the record life circle theory, it illustrates the stage,features and nature of the archives and the save places and pattern. Based on the records center theory, it builds up a management pattern which fits for the Chinese reformed enterprises combining with the experience and way of foreign records center and the situation of Chinese enterprises archives management and the feature of the enterprises which property right changed.At present, the main archives management patterns of reformed state-owned enterprises are departments in charge of enterprises management pattern and storage center management pattern, although these two patter have their own advantages, but they also have the disadvantages they can't solve. So, to manage the archives of reformed state-owned enterprises, the thesis aimed to build up a centralized management pattern including collection,reorganization,save and information explore.In practice, we build a reformed enterprise archives management center and combine with the enterprise management mechanism such as operation mechanism,innovation mechanism and competition mechanism. Meanwhile, the center has specialized manager,advanced technology and facilities, it can provides the specialized archives management service for enterprises. The kind of pattern not only can keep the archives safely, but also the function of information explore can avoid the loss of state-owned assets and service the development of the social economy. The main innovation of the thesis is by centralized management and market operations, combining the external and social recourses to realize the management of intensive,specialization and effectiveness. By build the function of saving safely,consultation and information explore, it realize a series of management. The information explore function realize the final goal of archives management which is the last procedure of management by information research and providing consultation service.At the meantime, it takes the SuZhou Gongtou archives management center as the example to illustrate the theory of reformed enterprise archives management center. Through the comparison of the quantity,service,information explore and the history value, it manifest the advantage of this management pattern. At present, this pattern just start and isn't very perfect, so, it needs more research.
