This paper compares the policy systems of integrated circuit industry in Japan,Korea and Taiwan of China(capital investment,support for technological innovation and technology diffusion,protection of intellectual property rights,and emphasis on talent cultivation)in the field of high-tech,which can be used for reference to our country.After the study,the paper analyses the backgrounds of different systems,cultures and factor endowments.In this context,there is policy failure in the implementation of industrial policy.The analysis and research can provide some reference opinions on industrial policy innovation for the improvement of Chinese mainland's integrated circuit industry policy.It is suggested that we should give full play to the main role of the market,give full play to the comparative advantages of the Chinese market,bypass discriminatory industrial policies,and achieve the accuracy of industrial policies,so as to avoid international disputes,through guiding funds,broadening the financing channels of enterprises,housing subsidies for talents,developing the third generation of semiconductors,Industrial cultivation,and building Park soft.Environment and other innovative means provide some new ideas for policy innovation of IC industry.Through the research,it is found that in the short term,the gap can be bridged through cross-border M&A and technology introduction,and in the medium term,the industry can be nurtured through institutional construction and business environment creation.In the long run,sustained and vigorous support for basic R&D is needed to solve the fundamental problems in the development of integrated circuit industry.
