Promoting the steady improvement of the level of physical education in our country is an important strategy to realize the development of the country through science and education.In order to promote the steady improvement of the quality of physical education teaching and effectively improve the physical health of young people,our country has successively issued a series of policies related to the reform of physical education teaching quality,but there is still a lack of a complete evaluation system and evaluation of the quality and grade of physical education classroom teaching in primary schools The construction of the physical education classroom evaluation system is of great significance for monitoring the quality of physical education classroom teaching,evaluating and giving feedback on the development level of physical education classroom teaching.This study introduces CIPP theory,uses literature data method,Delphi method,mathematical statistics method and other research methods,follows the principles of scientificity and operability,and constructs primary school physical education according to the development of primary school physical education in Jincheng City.The teaching quality evaluation system uses the Delphi method and mathematical statistics to screen the indicators in the indicator questionnaire,establishes the relevant indicators and weight coefficients,and finally constructs the Jincheng primary school physical education teaching quality evaluation system based on the CIPP theory,which determines the teaching process,A total of 4 first-level indicators,11 second-level indicators and 45third-level indicators,such as teaching achievements and resource guarantee,are assigned corresponding weights by the analytic hierarchy process.Finally,the Jincheng Primary School based on CIPP theory is obtained.A system for evaluating the quality of physical education classroom teaching.The conclusions are as follows:(1)The relative lack of existing systems for assessing the quality of physical education classroom instruction,the evaluation system for primary school physical education classroom teaching quality is not perfect,and the research on its evaluation methods is not deep enough.(2)The teaching quality evaluation system of Jincheng primary school physical education classroom consists of four first-level indicators such as teaching objectives and resource guarantee,11 second-level indicators such as the basis for setting objectives and basic conditions of students,and teaching objectives based on curriculum standards and active learning attitudes,etc.It consists of 45 three-level indicators.(3)Among the weight values of indicators at all levels,the weights of the first-level indicators are teaching process(0.3873),teaching results(0.3076),resource guarantee(0.1631)and teaching objectives(0.1420);the second-level indicators are middle school student learning(0.2265),Student growth(0.1819),teacher strength(0.1070),and goal setting basis(0.0887)account for a relatively large proportion.Through the theoretical analysis of the index weights,the index weights are in line with the principles and inherent requirements of Jincheng primary school physical education classroom teaching.According to the research results,the following suggestions are put forward:(1)Strengthen the evaluation of school physical education quality,apply the evaluation index system to classroom teaching,improve the quality of primary school physical education classroom teaching,and continuously optimize the evaluation index.(2)Carry out multi-dimensional school physical education teaching quality evaluation work,and pay attention to the teaching process.(3)Emphasize the dominant position of students and develop the core literacy of sports.Strengthen the leading position of teachers and strengthen the cultivation of teachers’ scientific research ability and innovation ability.
