Improving the quality of teaching and cultivating students’ core literacy are the basis for implementing the fundamental task of deepening curriculum reform and cultivating morality and cultivating people.At the same time,with the proposal of policy orientations such as building a high-quality education system and deepening the reform of education evaluation in the new era,a set of effective teaching quality evaluation system that meets the requirements of the high-quality education system in the new era and reflects the cultivation of students’ core competencies needs to be built urgently.As the cornerstone of the development of physical education and the main position of students’ core sports literacy cultivation,the teaching quality of physical education classroom should be valued.This study adopts literature method,survey method,logical analysis method,mathematical statistics method and other research methods,and redefines the connotation of classroom teaching quality evaluation on the basis of fully investigating the current situation of high school physical education classroom teaching quality evaluation,and constructs a high school physical education classroom teaching quality evaluation system based on the behavioral goal model and educational goal classification model as the theoretical basis,combined with the perspective of "threedimensional education quality view".The main conclusions are as follows:(1)Current status of high school physical education classroom teaching evaluation: At present,most schools can carry out physical education evaluation activities,the purpose of evaluation is mainly to improve student performance,the evaluation content is relatively rich,and the evaluation body is mainly teachers and students,but there are also the following problems:(1).Lack of a complete classroom teaching quality evaluation program;(2).The purpose of evaluation is inconsistent with the content of evaluation;(3).The attention paid to student evaluation and teaching is insufficient;(4).The evaluation feedback mechanism is not perfect.(2)Taking the behavioral goal model and the educational goal classification model as the theoretical basis,on the basis of full investigation of the current situation of high school physical education classroom teaching quality evaluation,guided by national policies,combined with the "three-dimensional education quality concept",the Delphi method was used to construct the evaluation indicators of high school physical education classroom teaching quality,including 5 first-level indicators,24 second-level indicators and 54third-level indicators.(3)The Delphi method is used to establish the evaluation subjects applicable to each three-level index,the weight of each index is established by using the method of rank sum operation,and the evaluation index system table suitable for different evaluation subjects such as leaders,peers,students and parents is designed.(4)Using a combination of grading evaluation standards and expected rating standards,the evaluation standards for the teaching quality of high school physical education classrooms were formulated.Observation method,interview method,questionnaire method,test method,literature method and other methods were used as the collection methods of evaluation content,and the rank sum algorithm and fuzzy comprehensive evaluation method were used to process the evaluation information.
