Research On The Training Of New Professional Farmers In Guanghan City

The CPC Central Committee has led China’s agricultural and rural areas into an era of rapid development,Agriculture has embarked on the journey of modernization,The countryside has changed from a "backward mountain village" to a "poem and distance",Farmers have become modern new professional farmers who are skilled in using scientific knowledge and advanced technology.In the report of the 17 th National Congress of the Communist Party of China in 2007,it was proposed to cultivate "new farmers",In 2012,the "No.1 central document" put forward the concept of "new professional farmers" for the first time,In 2017,"new professional farmers" had a new description of loving agriculture,knowing technology and being good at management.Guanghan started the cultivation work when the concept of "new vocational farmers" was put forward,and was listed as the "pilot county for cultivating new vocational farmers" in 2013.The cultivation work was recognized by the provincial party committee and provincial government in 2021,and now it is in the leading position in Sichuan Province.Starting from the connotation of "new vocational farmers",based on some ideas in "rural construction","adult education","hierarchy of needs theory" and "human resource development theory",this paper discusses the current situation,existing problems and causes of the cultivation and development of "new vocational farmers" in Guanghan City by consulting materials,conducting interviews and questionnaires in 9 towns and 3 streets under the jurisdiction of Guanghan City.The research content involves the cultivation objects,cultivation system,qualification recognition and support policies,training institutions,management departments,etc.The survey results show that the current cultivation of new vocational farmers in Guanghan City has low knowledge literacy and lack of enthusiasm for participation;Low satisfaction with teaching methods and lack of follow-up services;The management department pays little attention to the problems such as insufficient security.The main reasons for these problems are the low education level of farmers,backward ideas,narrow information sources,imperfect management and supervision system,insufficient publicity,insufficient financial support and supporting policy support.Based on the above analysis,this paper puts forward corresponding countermeasures and suggestions from the farmer level,the training institution level and the government level,with a view to providing reference for Guanghan City to further improve the cultivation of new vocational farmers,and providing reference for other regions to carry out the cultivation of new vocational farmers,so as to promote China’s modern agricultural and rural construction.
