Research On The Cultivation Model Of New Professional Farmers In Hebi City

Talent is the support of rural revitalization,and education is the key to talent revitalization.Talent revitalization is the source of Rural Revitalization.Cultivating agricultural and rural talents can stimulate the endogenous driving force of Rural Revitalization.The Rural Revitalization Promotion Law promulgated in 2021 points out that the government should take effective measures to strengthen vocational education,organize various types of skill training,and cultivate high-quality farmers,agricultural and rural practical talents.As a new force,new professional farmers have become the core force to promote the development of modern agriculture and provide human resources support for promoting agricultural modernization and Rural Revitalization.However,agriculture is still a short board in the development of modernization.The influx of rural surplus labor force into cities has led to changes in the structure of agricultural labor force,serious aging and low level of education.It is urgent to improve the quality of farmers’ cultivation,build a new high-quality professional farmers team and help the development of agricultural modernization.Hebi City is located in Henan Province,a major grain province.Its agricultural modernization level is high,but the existing labor force is difficult to become a talent guarantee for the development of modern agriculture in terms of quantity and quality.Therefore,in order to promote the transformation and upgrading of modern agriculture in Hebi City and realize rural revitalization,it is very important to optimize the cultivation mode of new professional farmers.Since 2012,Hebi Jun county has been identified as one of the 15 pilot counties for new vocational farmer training in China.Hebi City has successively carried out a series of cultivation work of "Hebi characteristics" and achieved certain results.Therefore,it has a certain research value to select the cultivation model of new professional farmers in Hebi City as the research object.Combined with the relevant research at home and abroad,this paper combs the relevant theories and methods,investigates the current situation of the cultivation of professional farmers in Hebi City,makes an empirical analysis of its model,and puts forward the implementation measures to optimize the cultivation model of new professional farmers in Hebi City.It includes the following contents:Firstly,by combing the relevant research literature,this paper defines the relevant concepts such as new professional farmers and their cultivation mode.Based on human capital theory,labor supply and demand balance theory and lifelong education theory,it lays a theoretical foundation for guiding and studying the cultivation mode of new professional farmers in Hebi City,Henan Province.Secondly,through the methods of questionnaire survey and expert interview,this paper analyzes the current situation of the cultivation of new professional farmers in Hebi City,Henan Province,and summarizes three cultivation modes of new professional farmers in Hebi City by analyzing the specific practice of their cultivation work.Then,based on the analysis of the cultivation mode of new professional farmers in Hebi City,Henan Province,the evaluation index system and model of the cultivation mode are constructed by using AHP.By determining the weight,this paper analyzes and compares the optimal mode of cultivating new professional farmers in Hebi City,Henan Province,and puts forward optimization countermeasures to promote the best effect of various factors.The results show that the weight of cultivation mechanism in the criterion layer is 0.3674,which is the most significant.The significance of industrial development,government,production skills and cultivation quality assurance mechanism under each criterion layer is strong.Finally,based on the empirical analysis results,this paper puts forward the countermeasures to optimize the cultivation mode of new professional farmers in Hebi City,Henan Province from the aspects of improving the quality assurance mechanism of new professional farmers,expanding the industrial support platform,and implementing accurate cultivation guided by market demand.
