Research On The Training Policy Of New-type Professional Farmers In Nanyang City

New professional farmers are an important foundation and support for promoting the construction of new countryside,and an important means for accomplishing the task of poverty alleviation and implementing the rural revitalization strategy.The CPC Central Committee and the State Council attach great importance to the cultivation of new professional farmers.Nanyang City,as a large agricultural city in Henan Province,which attaches great importance to the training of new professional farmers has made some achievements in the process of promoting agricultural modernization,it also has some problems.Firstly,this paper defines the concept of traditional farmer,professional farmer and new professional farmer,analyzes their characteristics and makes a comparison.Secondly,based on the theory of dual economic structure,person's full scale development theory,human capital theory,and the theory of demand theory,the author carry out the research about the new vocational training status quo of farmers of Nanyang by designing the questionnaire and selecting the area,to understand the basic situation of Nanyang farmers,the implementation of the training and the training of farmers' interest.Thirdly,according to the survey data,relevant information collected from the interview and what we have learned.The author carried out research in the area and found that the foundation quality of farmers is weak,farming has received less attention,the society is lack of awareness of the training of new professional farmers,policy support is insufficient,the training mode is relatively backward,the society lacks the training object selection mechanism,training,certification and tracking system is not sound and so on,these problems lead to the inefficiency of the new professional farmers' training work of Nanyang.Finally,the author studied the new professional farmer cultivation base of East Asia,Western Europe and other developed countries and domestic Leshan Degen County,Zhongkai,Guangdong Province and training model of Chongzhou City,Sichuan Province,based on the successful experience and conbined with the on-the-spot situation of Nanyang City,from the development of rural human resources and improve the training system two points of view,the author puts forward some countermeasures and suggestions to strengthen the quality-oriented education and the promotion education of the new professional farmers,to increase the policy support,to improve the training system,to broaden the source channels of the new professional farmers and to standardize the identification system,so as to provide a useful reference for the training of the new professional farmers in Nanyang.
