| Teachers’ ICT competency is one of the key elements for the successful transformation of education in China and is a key focus of teacher training in China.However,since the launch of the National Training Programme in 2004,problems such as poor integration of teachers’ ICT with teaching and a disconnect between learning and application have always plagued primary and secondary schools in China.In the face of these problems,the National Teachers’ ICT Application Promotion Project 2.0 proposes to be school-based,classroom-based and application-driven,to effectively improve teachers’ practical ability to apply IT and to promote comprehensive coverage of teaching and learning applications.The school-based promotion is a major shift in the mode of ICT application training for primary and secondary school teachers in China,and its purpose is consistent with the connotation of training transfer theory that emphasises the effective and continuous application of the knowledge and skills learned by the trainees in their work.The paper therefore takes the first batch of pilot schools in N city as the research object from the perspective of training transfer theory to clarify the key elements of school-based promotion in the enhancement of teachers’ ICT application skills and the mechanism of action among them,so as to provide reference for the development of teachers’ ICT application skills in subsequent schools.The main work and conclusions of this study are as follows:This paper firstly applies the literature research method,draws on the theoretical model of training transfer,synthesises relevant studies on teachers’ ICT application capacity enhancement,and proposes a theoretical analysis framework for the school-based promotion mechanism of teachers’ ICT application capacity enhancement.Secondly,this paper applies the interview method to interview 70 school leaders and 141 teachers in the first 24 pilot schools in N city.The interview data are coded using Nvivo software to explore the current situation and problems of the school-based promotion mechanism of the Project 2.0 in N city.Thirdly,applying the case study method,we selected the national model school,the excellent municipal school,and the school at the average level of the Project 2.0 in N city as case studies to analyse the mechanism of each element in the school-based promotion.Fourthly,based on the research in N city,the school-based promotion mechanism of ICT application capacity enhancement for primary and secondary school teachers was theoretically condensed,and suggestions for improvement were made for N city.This study found that,from the perspective of training transfer,the school-based promotion mechanism of teachers’ ICT application competence enhancement mainly consists of the mechanism of individual characteristics influencing teachers’ learning motivation,the mechanism of training interventions promoting the integration of different groups’ goals,and the mechanism of transferring environment promoting the internalisation of competence in school-based training.In the school-based promotion in N city,it can link up in the integration of multiple groups’ goals,integrate the competence enhancement work into school-based research,focus on policy incentives,and the schools have a high degree of completion of the overall ability point.However,it did not stimulate the awareness of most teachers to innovate subject teaching through information technology,did not use the project 2.0 to boost school education to form characteristics,and failed to form a school-based characteristic model.In response to the above problems,this study proposes improvement strategies that are tailored to individual,school and need in terms of motivating teachers to learn,integrating school-based training objectives and optimising the migration assurance environment. |
