In the context of the great victory in poverty alleviation,consolidating the achievements of poverty alleviation in pastoral areas and promoting rural vitalizing is an important task in the development of pastoral areas at present.As a new concept and systematic analysis framework,resilient communities not only pay attention to the adaptation and adjustment process after the system encounters risks,but also pay more attention to the rebuilding and sustainable development of the system's prproduction and living capacity,which is of great significance for promoting the consolidation of poverty alleviation achievements and improving the ability of poverty governance in poor areas with fragile and poor adjustment capabilities.In this paper,the field research method was used to take Xilin Gol league X Ga Cha as the research site,and the non-participatory observation method and the unstructured interview method were used for data collection.On the basis of systematically summarizing the experience of X Ga Cha poverty alleviation attack,the perspective of resilient communities is used to analyze the possible risk of herders returning to poverty after poverty alleviation.The study found that the risk of returning to poverty in pastoral communities includes four aspects: fragile natural ecological environment,weak organizational capacity,single industrial structure,and poor individual resilience.From the perspective of resilient communities,this paper discusses the paths and strategies for herders to resist risks and build a resilient pastoral community from four aspects: repairing ecological resilience,enhancing organizational resilience,developing industrial resilience,and enhancing individual resilience,with a view to providing suggestions for Inner Mongolia to achieve effective convergence between poverty alleviation and rural revitalization. |
