In 2013,President Xi Jinping proposed a cooperative initiative to build the "New Silk Road Economic Belt" and the "21st Century Maritime Silk Road"(referred to as the "Belt and Road").The "Belt and Road" initiative includes the "five links",namely,policy communication,facility connectivity,unimpeded trade,financial connectivity and people-topeople connectivity.From point to surface,from line to piece,a pattern of regional cooperation is gradually formed.Higher education exchanges and cooperation constitute a part of people-to-people bonds,so international cooperation in higher education is of great significance to the promotion of the “Belt and Road” initiative.The Central and Eastern Europe region plays an important role in advancing the “Belt and Road” construction.The17 countries of Central and Eastern Europe are located at the junction of Asia and Europe,and they play a role in linking Asia-Europe exchanges.The Balkan Peninsula is located at the core of Central and Eastern Europe.The peninsula is located between Asia,Europe and Africa.Its geographical location is extremely important.Higher education cooperation is an important way to further deepen the relations between China and Central and Eastern Europe,strengthen cultural exchanges between China and Central and Eastern Europe,and promote cultural exchanges between the two sides.The study of the China-CEEC international cooperation mechanism in higher education theoretically builds an analysis framework for the international higher education cooperation mechanism,and gives a comprehensive and systematic description of the China-CEEC higher education and cooperation mechanism,which can enrich my country’s China-CEEC higher education Domestic research on teaching and cooperation mechanisms has provided new ideas and models for the international exchanges and cooperation of higher education in the 21 st century;in practice,it has promoted China’s higher education cooperation level in Central and Eastern Europe,promoted the "people-to-people bond" of the two sides,and made certain achievements.Reference and reference.People-to-people connectivity is an important aspect of higher education cooperation between China and Central and Eastern Europe.The deepening of higher education cooperation can also radiate to other fields such as politics,economy,science,etc.,to promote the improvement of the international competitiveness of both sides,and promote China’s higher education to the world.This research adopts the method of combination of literature research and empirical research.On the basis of collecting relevant literatures at home and abroad,the research conclusions are drawn through empirical investigation and experience reference.This study takes into consideration five dimensions,namely,the establishment of cooperative education,joint training,scientific research cooperation,study visit and study abroad,cooperation agreement organization and alliance,selects Romania as a case,conducts in-depth analysis of the case,and studies the deficiencies and countermeasures of the international cooperation mechanism of higher education between China and Romania.The empirical study was carried out by a combination of questionnaires,semi-structured interviews,case studies and text analysis.Questionnaire survey is mainly conducted on teachers,students and staff of relevant universities in China-Romania higher education cooperation.The research objects include three groups: first,the staff of relevant "One Belt And One Road" China-CEEC higher education cooperation institutions;second,university-level decision makers,heads and staff of relevant functional departments;third,other managers and scholars engaged in international exchange and cooperation work or research on higher education.In addition,this study also conducted semi-structured interviews with 8 university administrators,teachers and institutional staff.Through the research,the following conclusions are drawn:The following conclusions were obtained through research:China-Central and Eastern European cooperation in running schools is facing fewer characteristic projects,low-level difficulties,and lack of funding and other institutional guarantees;scientific research cooperation lacks corporate participation,lack of mutual trust,and loose cooperation;lack of joint training teachers and language barriers;communication of information on overseas study visits Poor,cumbersome visa procedures,lack of employment orientation;lack of in-depth cooperation between agreements and organizations,and they are not the best partners of both parties.Proposals for improving the China-CEEC international cooperation mechanism for higher education are proposed from the perspectives of the government and universities:The Chinese government is deeply involved in global education governance to enhance its right to speak.It is necessary to have overall planning at the macro level and precise layout at the micro level.Improve the top-level design,do a good job in system construction,increase capital investment,and enhance cooperation guarantees.Improve relevant laws and regulations and deepen cooperation in higher education.Enrich the forms of cooperation in running schools and expand exchanges and cooperation.Unblock channels for the exchange of academic achievements and develop a new type of educational think tank.Universities should strengthen the construction of teaching staff and improve the education quality assurance system.Based on its own advantages,seek differentiated development.Enhance the trust of both parties in higher education.Meet the needs along the route and cultivate comprehensive talents.Strengthen the construction of higher education faculty and courses.Promote the education of international students and innovate the talent training model.Carry out Romanian and Chinese education and give full play to the language training function of the Confucius Institute.Seek the benefits of school-enterprise cooperation.The continuous and deepening of the “Belt and Road” initiative has promoted ChinaCEEC higher education cooperation to a deeper and more far-reaching level,and promoted the influence of my country’s higher education in the Central and Eastern Europe.From this perspective,improving the China-Central and Eastern European higher education international cooperation mechanism is of great significance to the promotion of the "Belt and Road" initiative.
