This study is to research the implementation of labor education policy in Changsha,and put forward the optimal path of policy implementation to perfect the study of labor education.Therefore,through the analysis of the relevant junior high school labor education policy,the researcher can know the use of the policy tools in the labor education policy,and analyze the policy from the perspective of the policy tools,and put forward the optimization path for the development of Changsha junior high school labor education.At first,the paper divides the development course of our country’s labor education policy,into five stages: serving for production and construction,serving for politics,standardizing and reshaping,adjusting and redirecting,and developing comprehensively and systematically.Then,the policy tools are divided into command tools,incentive tools,persuasion tools,capacity building tools and system change tools.This paper divides the content of labor education into five aspects: requirement,implementation,guarantee,evaluation and management mechanism,and analyzes the policy text of labor education in two dimensions:tool and content.After that,the research surveys the current implementation of labor education and the quality of students in Changsha T District to finds some problems,such as the insufficient understanding of labor value,distortion of labor curriculum,lack of variety of labor practice,lack of guarantee for teaching conditions,and lack of assessment standards of labor education.Based on the analysis,the research finds that the exhortation tools do not strengthen the atmosphere of labor education,the command-type tools lack control,the motivation-type tools are irrational,the capacity-building tools do not meet the professional growth of teachers,the system of transformational tools play limited.Finally,under the policy tool model,this study believes that the main ways to optimize the implementation of labor education policy in Changsha are to refine the policy implementation standards,strengthen the authority of command tools,make good use of stimulating tools,expand policy resources,strengthen capacity building,optimize human resources,improve labor education mechanism,strictly supervise the implementation of the mechanism,and establish a good operating environment to guide the preference of policy executors.
