| Labor education is the Party’s new demand for education in the new era and it plays an important role of the socialist education system with Chinese characteristics,which directly determines the labor spirit,labor value orientation and labor skill level of the socialist builders and successors.In order to effectively bring into playing the unique nurturing value of labor education,the Central Committee of the Communist Party of China(CPC),the State Council,the Ministry of Education,and local governments at the provincial and municipal levels have issued a series of labor education policy documents one after another.At present,the implementation of labor education policies is the key to the development of labor education.This paper takes Marxist labour theory and Xi Jinping’s concept of labor as the theoretical foundation,the Smith’s model of policy implementation process as the theoretical framework,and uses the literature analysis method to analyze the Opinions on Comprehensively Strengthening Labor Education in the New Era,the Guidance Outline of Labor Education in Colleges、Primary and Seconday Schools(Trial)and other relevant policy documents,and combines the questionnaire survey method and interview method to investigate the implementation status of labor education policies in three primary schools in L City.It is one of the ninety-six pilot labor education zones.And then the collected data were analyzed and sorted by using SPSS26.The data indicated that the effects and problems coexist in the implementation of labor education policies in the new era of primary schools in L City.The initial results achieved are as follows:the content and forms of labor education activities are gradually enriched;the overall improvement of students’ labor literacy;labor education has been further recognized.;teachers’ awareness of curriculum integration is strengthened.Although the implementation of labor education policies in the new era has shown initial results,it is still in the exploratory stage.The problems in the implementation process cannot be ignored,such as the lack of systematic and complete curriculum development;the shortage of teaching auxiliary resources,and the version of textbooks are old and they cannot reflect the characteristics of labor education in the new era;the quantity and quality of teachers need to be improved:the evaluation of labor education is based on the subjective judgment of teachers,and a complete evaluation system needs to be built.In response to the problems presented above,further in-depth research was carried out,and it was found that the following factors had an impact on the implementation of labor education policies in the new era.First,the policy itself:part of the content of the policy is derailed from the actual situation,which makes it difficult to implement the policy and there are lack of labor education policies with local characteristics:second,the implementation subject:they have an inaccurate understanding of the content,and the quality of their own policy implementation need to be improved,etc.;the third target group:there are a large number of people with different living backgrounds who have formed their own opinions about "labor" in their previous lives;the fourth policy implementation environment:examination-oriented education is still the mainstream,this concept virtually restricts the development of labor education,and the lack of policy implementation resources.Based on the above research.in order that implementation should be effective.the content of the policies should be further optimized,and the labor education policies should be placed in the "policy group" to enhance the feasibility of the policies.:the executor should study and understand the spirit of labor education policy and improve the quality of their own policy implementation;target groups should correct their attitude towards labor education policies and actively participate in policy implementation:and we should try our best to optimize the environment for policy implementation and make full use of existing human,material and financial resources. |
