Social Trust: The Construction Of Community Governance Community Of "Village To Residence"

The Decision of the Central Committee of the Communist Party of China on Several Major Issues Concerning Adhering to and Improving the Socialist System with Chinese Characteristics and Promoting the Modernization of the National Governance System and Governance Capacity,which was deliberated and adopted at the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China,clearly stated that we should build a community of social governance in which everyone has a responsibility,everyone is responsible,and everyone enjoys it.As an important field of social governance,how to build a community governance community with good governance has become the focus of research.With the deepening of reform and opening up,the urbanization process is expanding,and the social transformation is also accelerating.In this process,a community type different from the previous dual division of urban and rural areas,namely "village to residence" community,has emerged.The "village to residence" community is a kind of mixed community type with rural community characteristics and urban community characteristics in the process of the transformation of the original rural community due to policy planning,urban development and other reasons in the process of urbanization.It is the middle stage of the transformation from rural community to urban community.At present,there are still many problems and deficiencies in the "village to residence" community governance in China.Therefore,it is necessary to find a way to overcome the current difficulties and difficulties of the "village to residence" community from the perspective of social trust and community governance community.This paper takes F Community in W City,Shandong Province as the research object by combining quantitative and qualitative methods.Although the community has made some achievements in community governance,in specific practice,F community residents present different representations of trust in community action subjects from rural communities and urban communities,the operation logic of social trust implicit in the community,and the performance and state of social trust absence in the community,How to use social trust to promote the construction of community governance.This paper clarifies the internal relationship between the life community,trust community and community governance community through relevant literature review.Through Coleman’s rational action theory and Luman’s trust theory as the theoretical framework,it constructs the interactive relationship system of the "village to residence" community and the internal logic of the operation of the trust mechanism in the community.Based on the actual survey data,it is found that the lack of residents’ social trust in neighborhood committees mainly focuses on the concrete trust and utilitarian trust of individuals,the differential treatment of implicit resident identity,and the serious formalism and administrationism;The lack of residents’ social trust in community enterprises mainly focuses on the supremacy of community enterprises’ interests,the urgent need to improve service quality,and the serious fragmentation of community governance;The lack of residents’ social trust in social organizations is mainly concentrated in the low participation of youth groups,the insufficient influence of social organizations,and residents’ participation in social organizations is guided by concrete trust and utilitarian trust;The lack of trust between neighborhood committees and community enterprises is reflected in the lack of effective communication and buck passing;The lack of trust between neighborhood committees and social organizations is reflected in the conflict between the concept of administrative leading social organization work and service and the local power structure.Therefore,the construction of F community governance community needs to reconstruct the trust relationship among community action subjects through the joint efforts of the community as a whole,neighborhood committees,community enterprises and social organizations at the trust level,so as to achieve a trust community that includes community action subjects.
